This position is located in the Department of Defense, Office of Inspector General (DoD OIG), Deputy Inspector General for Administrative Investigations (DIG-AI), Hotline Directorate in Alexandria, VA.

Duties

Manages daily DoD Hotline operations, maintains policy oversight of Hotline programs operated by the Military Services and all DoD Components. Conducts and implements strategic long-term planning for effective and transparent use of the Military Service and DoD Component Hotlines. Responsible for administrative processing of Intelligence Community Whistleblower Protection Act (ICWPA) complaints according to DoD OIG procedures. Maintains quarterly outreach program to Military Services and DoD Components to maximize disclosure of Hotline information, policies, and processes. Applies skills in writing and analysis to ensure clarity, completeness, and timeliness in the development of factual and thorough communications. Directs oversight and Quality Assurance Reviews of programs to ensure DoD Component Hotlines comply with governing policies and procedures. Produces and summarizes metrics from DoD Hotline oversight work to provide an aggregate analysis of all DoD Hotline activity. Briefs senior DoD officials, Members of Congress and their staffs on the status of investigations, oversight reviews, and special projects.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • You may be required to complete a financial disclosure (OGE-450).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time In Grade: For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-14 or equivalent or higher grade, in the Federal Service. Specialized Experience: Applicants must have 52 weeks of specialized at the GS-14 level in the federal service or at an equivalent level. Specialized Experience is defined as serving as a supervisor of investigators, planning and managing all aspects of hotline complaints, including triage, referral and review of Hotline Completion Reports (HCR) (or its equivalent). Applicants must have experience researching Federal laws and regulations; compiling evidence and analyzing evidence; reviewing documentation; and reviewing HCRs for thoroughness, independence and compliance with accepted investigative standards. Applicants must also have the ability to conduct statistical analysis and make recommendations for improvements based on trends identified during the conduct of investigations. Must have experience assigning work, managing staff performance, leading a team; and have experience using information management programs, to include word processing, presentation programs, case management systems and spreadsheet/database software. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.
