This position is an Environmental Health Specialist, Division of Environmental Health, located at the Rhinelander District Office, Rhinelander, WI. This position reports to the Director of Division of Environmental Health Services or designee. Open until Filled: This announcement is open until the vacancy is filled. Duties

The specialist plans, implements and evaluates a comprehensive environmental health program on assigned reservations that emphasizes safe water, solid and hazardous waste management, food protection, occupational health and safety, vector control, community injury prevention, and institutional environmental health. Conducts comprehensive environmental health surveys of all Indian Health Service and Tribal facilities including schools, head starts, day care centers, gaming facilities, health care, recreational facilities, industrial operations and drug rehabilitation facilities on assigned reservations. Written reports with recommendations are completed. Builds tribal capacity to manage environmental health hazards in their community by assisting with the development of environmental health and occupational safety policies, procedures, regulations, employee training programs and public education materials.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Education: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. RECENT GRADUATE PROGRAM ELIGIBILITY: To meet the program requirements, you must have obtained a qualifying degree to include an Associates, Bachelor's, Master's, Professional, or Doctorate degree from a qualifying educational institution, within the previous two years. Preference eligible veterans, who were precluded from applying due to their military service obligation, begin their two year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years from the date on which the degree or certification was completed. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-05: Bachelor's degree in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position is qualifying for the GS5 level. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. GS-07: One (1) year of graduate-level education or superior academic achievement (SAA bachelor's degree with cumulative GPA of 2.95 or higher) or One (1) year of Specialized Experience equivalent to at least the GS-05 grade level; Examples include: Utilize environmental health references, guidelines, policies, regulations, precedents, in conducting work activity and apply these resources appropriately to specific cases or problems; work with word processing, spreadsheets, database and PowerPoint presentation, statistical analysis, GIS and other software used in the environmental health field; compile and presenting scientific and public health material to community leaders and the general public; and planning and carrying out work activities. GS-09: Two (2) years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree or One (1) year of Specialized Experience equivalent to at least the GS07 grade level; Examples include: conduct environmental health facility surveys, special environmental health investigations, develop effective environmental health training resources, and conduct environmental health/injury prevention data analysis are required elements; utilize the Environmental Health references, guidelines, policies, regulations, precedents in conducting work activity and applying these resources appropriately to specific cases or problems; and working with word processing, spreadsheets, database and PowerPoint presentation, statistical analysis, GIS and other software used in the environmental health field. Pathways Participant Agreement: All Recent Graduates are required to sign the Pathways Program Participant Agreement which outlines program requirements and non-competitive conversion eligibility. Successful completion of the Registered Sanitarian/Registered Environmental Health Specialist professional credential exam is preferred upon entry. Candidates must be able to obtain this credential within two years of accepting the position. This position is being filled under the Pathways Recent Graduates Program (5 CFR 213.3402(b)) must have obtained the qualifying educational requirement within the last two years (veterans precluded if on active duty and within 6 years of achieving degree). This a not to exceed two year appointment (term full-time position); management has the option to extend the pathways appointment for an addition 120days. This is a Recent Graduate position in the Pathways Program. Selected individuals are placed in a dynamic two year developmental program in the excepted service designed to lead to a civil service career in the Federal government. At the successful conclusion of this program, the agency may non-competitively convert individuals to a term or permanent position in the competitive service. Conversion to a Federal competitive service position will be at the discretion of the agency and is neither guaranteed nor implied. An agency may (managements discretion) noncompetitively convert a Recent Graduate who is a U.S. citizen to a competitive service term or permanent position when the Recent Graduate has: (1) Successfully completed at least 1-year of continuous service in addition to all the requirements of the Recent Graduates Program; (2) Demonstrated successful job performance consistent with the applicable performance appraisal program established under the agency's approved performance appraisal system that results in a rating of record (or summary rating) of at least Fully Successful or equivalent and a recommendation for conversion by the first-level supervisor; and (3) Met the OPM Qualification Standard for the competitive service position to which the Recent Graduate will be converted. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
