This position is a Health Informatics Specialist, Division of Management Information Systems, employing office located at the Bemidji Area Office, Bemidji, MN. This position reports to the Chief Information Officer or designee.

Duties
Lead clinical decision support coordination; configuration, implementation, change management and support adherence to all applicable policies, procedures, and standards.
Facilitate and support the evaluation of health information system (HIS) and/or associated data to identify and assess clinical quality improvement processes to enable improved outcomes.
Plan, develop or acquire, implement, maintain, and evaluate health information systems that are integrated with existing information technology systems across the continuum of care, including clinical, consumer, and public health domains, while addressing security, privacy, and safety considerations.
Build support and create alignment for informatics best practices; lead health informatics initiatives and innovation through collaboration and stakeholder engagement across organizations and systems.
Collaborates with vendors, Information Technology (IT) professionals, and area programs to plan, develop, and maintain health information systems and to develop system requirements.
Qualifications

BASIC REQUIREMENT(S):
Education
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-13: One year of specialized experience at GS-12 or equivalent;
Specialized Experience Defined: Provide management and oversight of interoperability, standardization and modernization initiatives for Health Information Systems and associated programs within a healthcare system while collaborating with stakeholders at all levels. Serve as lead for communication and training efforts related to the implementation, ongoing maintenance and optimization of an Electronic Health Record system to enhance patient care and provider effectiveness.
Specialized experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
