The incumbent serves as a Procurement Analyst, in the Office of Small and Disadvantaged Business Utilization (OSDBU).
The incumbent plans, directs, and promotes small business and industry participation in the Federal Government’s procurement.
We are currently filling one vacancy, but additional vacancies may be filled.
Duties
The Interagency Career Transition Assistance Plan (ICTAP) and Career Transition Assistance Plan (CTAP) provide eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. To be qualified you must submit appropriate documentation (a copy of the agency notice, your most recent performance rating, and your most recent SF-50 noting current position, grade level, and duty location) and be found “well-qualified" for this vacancy. Well qualified is defined as: experience that exceeds the minimum qualifications of the position, demonstrated by meeting at least 51% or more of the listed competencies (i.e. 3 out of 5, or 4 out of 6, or 5 out of 8, etc.)

The GS-13 salary range starts at $98,496 per year.If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, applicants must meet the certification, experience, and educational requirements listed in (A) and (B) below. Applicants may also qualify for this position if they meet the exception requirements described in (C) or the Waiver requirements listed in (D) below.
Qualification Requirements:
(A) Possession of required certification (refer to vacancy announcement for acceptable certifications) and at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the GS-12 level in Federal service, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND
(B) A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
(C) Exception: Federal employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000 and meet the specialized experience requirements. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
(D) Waiver: The senior procurement executive of the selecting agency may waive any or all of the requirements of Paragraphs A and B and certify that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience.
Specialized experience is defined as progressively responsible experience performing complex (high-risk and restricted/limited market competitions) contracting assignments using the full range of pre-award and post-ward contracting methods, contract vehicles and types. Procurement experience in the acquisition of supplies and/or services at this level includes: • Determining the method of procurement and the contract type (such as, but not limited to firm fixed price contracts, various cost type contracts, time and materials contracts, IDIQ/requirements contracts, performance based acquisitions, GWAC contracts, MAC contracts and multiple award schedules) for the acquisition of non-personal and professional services, IT related equipment, and other commodities/equipment;
Preparing determinations and findings and solicitation documents;
Performing detailed analysis of all elements of costs in contractor proposals, and making competitive range determinations;
Planning the negotiation strategy, coordinating strategy with negotiating team, and leading negotiations;
Developing pre-negotiation positions, determining negotiation strategies, and preparing justifications;
Preparing initial agency position on protests and recommending a decision on claims arising under a contract;
Responding to and resolving acquisition questions/issues that require research to provide recommendations/responses;
Analyzing complex contracting issues and identifying alternative courses of action;
Awarding contracts above the Simplified Acquisition Threshold.
