This position is located in the Department Veterans of Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6) within the Fiscal Service at the Asheville Veterans Affairs Medical Center (VAMC).
Duties
Resolves various problems such as financial peak workloads and end of accounting period close-outs.
Coordinates work activity and corrects workload deficiencies.
Assists operating officials with information concerning the availability of funds and provides advice based upon established accounting principles and practices.
Provides technical training to Accounting employees at the respective Medical Center; identifies training needs and makes recommendations for corrective action.
Monitors Accounting Subsidiary Reports for the Medical Center and provides guidance as needed.
Responsible for directing and/or conducting internal audits for the Accounting Program at the Medical Center.
Collaborates all aspects of local fund control point management with the facility Budget Analyst.
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Interviews candidates for positions in the unit, recommends appointment, promotion, or reassignment to such positions.
Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager.
Identifies developmental and training needs of employees, providing or arranging for needed development and training.
Work Schedule: 8:00am - 4:30pm, Monday - Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/14/2023.
GS-12 Grade Level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: utilizing knowledge of the theories, principles and practices of accounting and financial management; preparing cost estimates and budget forecasts; maintaining and reconciling accounts involving various transactions and performing reviews and audits; using automated accounting systems; developing and maintaining databases and preparing accounting reports; and knowledge of basic procurement procedures. Maintains the overall controls for expenditure accounting; analyzes and views reports to assure they are in balance; preparation of Internal audit reports; accounting data, computerized cost accounting reports and trial balances are in balance.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in applying professional knowledge of accounting theories, principles, practices, and automated systems. Experience resolving various problems such as financial peak workloads and end of accounting period close-outs. Experience monitoring accounting subsidiary reports for the medical center. Experience assisting operating officials with information concerning the availability of funds.
