This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Asheville VA Medical Center (CGVAMC), in Fiscal Service. This position works closely with the facility GS-11 Accountant and Assistant Chief Financial Officer. The incumbent is responsible. for a wide variety of accounting functions, as well as, assisting with budget tracking and travel.

Duties

Duties include, but may not be limited to: Reviews a variety of transactions for completeness and accuracy. Performs financial assistance including analyzing reports, reconciling imbalances, and answering standard accounting inquires for internal operating programs such as 1358 and Purchase Card regulations; running balance training; and cost center and budget object code guidance. Monitor's and controls accounts by timely recording, balancing, and scrutinizing for inaccurate accounts. Reconciles accounts with manual and computer subsidiary accounts. Analyzes and reviews station assigned reports to ensure that they are in balance, in proper format and the accounting data is valid and adheres to prescribed accounting principles. Identifies and resolves common accounting transactions that create out-of-balance conditions in financial reports. Tracks back through a series of transactions and erroneous adjustments to isolate the original error and correct it. Maintains an established decentralized double entry commercial type accounting system by processing journal vouchers for assigned programs to maintain General Ledger accounts. Aids with compiling, preparing and verifying detail in the accounting system(s) on a timely basis to prepare informative reports/responses of the station's operations, disclosing all essential financial facts for audits, suspense items, and Executive Leadership Team (ELT) inquires. Provides budgetary support and monitors the execution of certain Fund Control Points(s)/obligations with different sources and types of funding. Monitors the status and availability of funds for each assigned programs and disseminates the information accurately and timely when action is needed by budget staff and/or the Chief Financial Officer. In the absence of the accounting technicians or travel clerk, the, incumbent will cover all necessary workload and Concur travel system needs for limited delay, coverage, and customer service for our Veterans and service-lines. Work Schedule: 8:00am - 4:30pm, Monday-Friday Telework: Telework may be authorized for highly qualified candidate. Position Description Title/PD#: Accountant/PD4289 Physical Requirements: The work is sedentary in nature, normally performed sitting. Occasionally, there may be some standing, bending, walking and the lifting and carrying of light items such as manuals, files, and/or boxes.

Qualifications

INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing". Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR, Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. A certificate as CPA or a CIA, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic education requirements, you must possess the required specialized experience, education, or combination of experience and education as identified below: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-09 grade level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Maintaining and reconciling accounts involving various transactions and performing reviews and audits; using automated accounting systems; developing and maintaining databases and preparing accounting reports; and knowledge of basic procurement procedures. Maintains the overall controls for expenditure accounting; analyzes and views reports to assure they are in balance; preparation of Internal audit reports; accounting data, computerized cost accounting reports; Monitor's and controls accounts by timely recording, balancing, and scrutinizing for inaccurate accounts; Identifies and resolves common accounting transactions; maintain General Ledger accounts, Provides budgetary support; monitors Fund Control Points(s)/obligations; Monitors the status and availability of funds. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or 2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree. (TRANSCRIPT REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 year of graduate-level education is creditable. (TRANSCRIPT REQUIRED) To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
