This vacancy is for a Supervisory Export Policy Analyst in the Bureau of Industry and Security within the Department of Commerce.

Duties

As a Supervisory Export Policy Analyst, you will perform the following duties: Coordinates and analyzes departmental reviews of the annual review of the Entity List, interim reviews of VEUs and preparation of the VEUs On-Site Reviews (OSR) to obtain consensus recommendations and present findings to senior management. Serves as departmental spokesperson at conferences, seminars, and meetings with the exporting industry and public to educate and inform about the Entity List and the VEU Program. Plans, directs, and assesses actions of subordinate staff/team members in pursuit of effective accomplishment of the office's mission. Drafts, reviews, and clears associated regulatory documents; Entity List notification cables, VEU Programs, related notifications for the Chinese Ministry of Commerce and other eligible countries, and amendments to the Export Administration Regulations and export controls policies. Undertakes long-range planning in connection with prospective changes in functions and programs; engages in periodic and comprehensive evaluation of program goals and objectives and adjusts or redefines goals and objectives, as necessary. Develops office and department position papers on issues related to the Entity List and the VEU Program; prepares briefing materials, final action letters and background papers related to the Entity List and the VEU Program for senior management. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-15 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as: - Experience working with matters related to U.S. export control policies, the U.S. industrial base, critical technologies, and economic and trade issues and their interrelationship with U.S. foreign policy and national security objectives. - Experience representing an organization as an authority and spokesperson to government agencies, top business and industry officials, and congressional staff and committees. - Negotiating skills in carrying out a variety of assignments with high level government and private sector representatives in support of U.S. export control policies, the U.S. industrial base, critical technologies, and economic and trade issues.
