The incumbent serves as Senior Technical Advisor to a Division Director within the Supplemental Nutrition and Safety Programs (SNAS). The incumbent provides expert advice on the administration and technical aspects of the work within the program area, assists in the planning and execution of operational, personnel, budget, and policy matters, and frequently interacts with senior agency officials, and other internal and external stakeholders.
Duties
Serves as the Division's technical expert on policy matters, including formulation, clearing, and implementing policy initiatives.
Assists the Director in the direction, supervision, and coordination of staff activities.
Establishes and maintains effective working relationships and liaison activities with internal and external partners.
Supports the Director as a member of the management team, participating in confidential discussions of personnel, strategic planning, and priority projects for senior officials and other matters of importance to the Office.
Serves as the senior technical lead in directing, drafting, and clearing documents and materials for policy areas within the Division's responsibility.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration for the GS-14 grade level.).
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
To qualify for the GS-14 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Example of qualifying experience include the following types of tasks performed on a regular and recurring basis:
Developing and evaluating federal nutrition assistance program policies and providing extensive regulatory and administrative guidance in support of them;
Providing expert advice on the administrative/technical aspects of policy or program issues;
Assisting in the planning and execution of operational, personnel, and budget matters; and
Interacting with multiple stakeholders including senior agency officials, political appointees, advocacy organizations, other key partners, and Federal or State agencies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
