This position is located within the Dairy Grading Branch. The Grading Branch offers a number of inspection and grading services on a voluntary, user fee basis that help provide the assurance of wholesome and high quality milk and dairy products. The incumbent serves as the National Field Office Administrative Officer, responsible for providing or obtaining management services for the Field.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Planning, organizing, coordinating and directing the administrative management functions for the field.
Formulates and implements administrative management policies, procedures, operations, goals and objectives for the location.
Conducts strategic planning by analyzing agency needs and performance objectives for past, present, and future fiscal years in order to identify and apply critical budget priorities.
Assists supervisors in the preparation of position descriptions and job analyses.
Monitors the performance evaluation systems within the field structure.
Prepares a variety of statistical reports pertaining to program activities and administers the procedural aspects of the licensing program.
Directs and participates in administrative research, management analyses and development of complex, and often highly technical reports pertaining to program development.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Directs or coordinates unique and/or critical management planning activities to include complex and highly sensitive tasks and projects.
Provides management advisory services and formulates and implements administrative management policies, procedures, operations, goals, and objectives.
Provides advice and coordination on HR services. Works with management officials to develop and implement position management and staffing plans.
Advises management officials and staff regarding procurement and contracting regulations, procedures, availability of funds, and potential alternatives.
Continuously monitors the effectiveness and quality of administrative support services and support service personnel in the National Field Office and coordinates corrections as needed.

Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related
Equivalent combinations of education and experience are qualifying for this grade level.
FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Serves as an advisor on business management and administrative matters involving human resources management, contracting and procurement, comprehensive budget and fiscal management, management analysis and general administrative functions.
Directs and reviews the work of the Administrative Support staff, and through him/her the clerical staff in carrying out the work of the clerical and administrative functions of the National Field Office.
Interprets directives issued by higher levels in the organization, determines their applicability to the operations, and drafts instructions through which these policies and regulations are implemented
Develops guidance on techniques for management and methods improvement; analyzing and advising on proposed reorganizations or realignment of functions; and develops manuals and directives covering the administrative aspects of field station operations.
Develops and maintains systems that support a comprehensive and accurate assessment of all data elements regarding administrative processes.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
