The Program Analyst works under the general direction and supervision of the Chief of Physical Medicine and Rehab Section who will provide broad administrative direction and outline general objectives and mission concepts. The incumbent will assess the need for data, collect and analyze data, and develop a wide variety of spreadsheets using multiple computer software programs.

Duties

Duties include, but are not limited to the following: Uses broad knowledge of healthcare data systems, Electronic Health Records (EHR) and principles relating to these areas. Adopts principles, practices, processes, and techniques common to any general administrative situation to the specialized requirements of the service line. Prepares, executes and/or tracks program specific information. Applies expertise and knowledge of health care delivery systems to monitor, evaluate and improve quality of patient care and experience at the Ralph H. Johnson VA. Monitors, reviews, and evaluates service level administrative operations, programs, processes and practices for quality and effectiveness. Identifies internal and external customers' situations properly and performs tasks required to resolve problems accurately and in a courteous manner with managers and other employees. Works closely with the professional and technical staff and other support services. Relationships with supervisors, co-workers, and others within the organization must be consistently courteous and cooperative in nature, and overall, contribute to the effective operation of the service. Instructs staff members in the proper use of information management tools in compliance with policy, regulations and best practices. Participates in a variety of information technology and information management committees as assigned. Performs other duties as assigned by management. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: Experience at Veterans Health Administration (VHA) and/or !A facility experience. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: a broad knowledge of healthcare data systems, Electronic Health Records (EHR) and principles relating to these areas. Skilled in written and verbal communications. Ability to utilize MS Office Suite to develop and edit spreadsheets, documents and presentations to graphically display data. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Skill in analyzing existing or projected workflows and the ability to revise or develop procedures, techniques, or operational concepts. Interpersonal skills in negotiating solutions to disputed recommendations. Knowledge of the data life cycle including data design, collection and management to input, retrieve, analyze, summarize and present information effectively. Skilled in oral and written communication and with all levels of end users, management, both internal and external to the facility. Ability to deliver oral presentations in a variety of settings and prepare policies, procedures, memoranda and training materials, including concise, understandable charts and graphs and other briefing materials. (Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related leading to such a degree in a major field of study related to the work of the position which provided the knowledge, skills, and abilities necessary to perform the duties of this position. Education cannot be credited without documentation). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of successfully completed graduate education and experience directly related to the work of the position as outlined above. (NOTE: The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. If you select this option, you must submit a copy of your transcript with your application. You will be rated on the following Competencies for this position: Customer ServiceData ManagementDecisiveness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The incumbent might be required to move from one geographic location of the facility to another with occasional travel to the Community Based Outpatient Clinics (CBOC) in South Carolina and Georgia. The work places no special physical demands on the employee.
