This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel in the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position will work for the Directorate of Public Works Operations and Maintenance Division Buildings and Ground Facilities/Structure Branch at JBLM, WA.
Duties
Assist journey level workers constructing and repairing a wide variety of structural items.
Prepare surfaces and apply preservatives, primers, sealers, and finish coatings (interior and exterior of buildings); paints all surfaces after repair, matching to existing surfaces primarily to ensure adequate protection.
Operate motor vehicles and properly secure and transport equipment by trailer.
Remove asbestos containing materials such as vinyl floor tile, cement asbestos board, fire retardant doors, etc., in accordance with Public Works standard operating procedures.
Use and maintain painting tools and equipment, such as rollers, brushes, sanders, caulking guns, paint sprayers, and paint mixers.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a requirement to lift up to 50lbs.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a Maintenance Worker Helper without more than normal supervision. Ability to perform common painting and masonry duties using hand and power tools such as tapes, rulers, hacksaws, drill motors, roller brushes, ladders, and scrapers. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen Out Element will result in an ineligible rating.
Physical Efforts: Required to push, pull, reach, walk, stand, crawl, kneel, bend, and climb for sustained periods of time. Frequently handles objects weighing up to 50 pounds and occasionally is required to carry heavier objects.
Working Conditions: Works on dirty greasy equipment in cramped quarters both indoors and out in all types of weather on slippery or uneven surfaces. Exposed to excessive noise and possibility of cuts and bruises from moving parts, sharp edges and power tools. Required wearing protective safety equipment such as safety shoes, glasses, and respirator. May be required to work in asbestos contaminated areas.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted
