The primary purpose of this position is to manage the Freedom of Information Act (FOIA), Privacy Act (PA, and Records and Information Management (RIM) programs for the installation/organization, wing.
Duties
Manages the Freedom of Information Act (FOIA) Program.
Manages the Privacy Act (PA) Program.
Ensures compliance with requirements for FOIA and PA programs.
Manages the installation's Records and Information Management (RIM) program

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: I have or will have within 120 days of closing of this announcement, 1 year of specialized experience equivalent to the GS-09 level in federal service or equivalent in other pay systems. Specialized experience includes the ability to train, interpret applicable directives, publications, direct/integrate and execute aspects of the information management programs(FOIA, PA, RIM, CL, ICR). System supportability requirements. Experience must include thorough knowledge and use of various process techniques, principles. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicants must possess a have Ph.D. Degree or equivalent graduate degree in a directly related field of study or completed 3 full years of progressively higher level graduate education in a directly related field of study leading to such a degree. NOTE: You must submit copies of your official transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Applicants have less than the full amount of specialized experience described in "A" above; however, I have completed some graduated-level education as described in "B" above. Therefore, I have a combination of experience as described in "A" and education as described in "B" above. NOTE: You must submit a copy of your official transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of applicable legislation, DoD regulations, and AF policy as it relates to the Freedom of
Information Act (FOIA), Privacy Act (PA) and Records and Information Management (RIM).
2. Knowledge of FOIA, PA, legal exemptions process and RIM procedures, and guidelines for federal
agencies.
3. Knowledge of automated programs sufficient to enter and retrieve data, construct and maintain
statistical and data e-files.
4. Knowledge of safety and security regulations, practices, and procedures.
5. Skill in providing technical advice in terms of oral and written briefings, reports, and
recommendations to senior leadership and unit technicians.
6. Ability to gather, analyze, and evaluate information, in order to draw conclusions and make
recommendations.
7. Ability to develop and deliver training in installation standard operating procedures.
8. Ability to communicate effectively, orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
