The primary purpose of this position is to: Serve as the Division Chief and Senior Intelligence Officer for the 412th Test Wing Intelligence Division (412 TW/XP2), Edwards Air Force Base, California.
The organizational location of this position is: 412th Test Wing, Edwards Air Force Base, California.
Duties
DUTY 1: Plans, organizes, and directs the activities of the Intelligence Division. Responsible for the daily management and execution of all aspect of intelligence and SCI security support required by the 412th Test Wing.
DUTY 2: Exercises supervisory personnel management responsibilities. Advises employees regarding applicable policies, procedures, directives, and guidance.
DUTY 3: Represents the 412 TW and AFTC as the Senior Intelligence Officer. Provides direct advice and support to the 412th Test Wing and Air Force Test Center Commanders on all issues involving intelligence or SCI security.
DUTY 4: Oversees intelligence functional, operational, and installation support services. Responsible for all aspects of local intelligence workforce and functional management (including 1NX, 14N, and DCIPS/0132) career field management for the 412 Test Wing as required.
DUTY 5: Performs special project and test initiative support as assigned. Participates in or leads special projects, initiatives, and assignments requiring intelligence and/or SCI security support as required.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive, incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

- This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Having the quality level of experience, which demonstrates knowledge General guidance for intelligence and organizational activities is provided by DoD, HQ USAF, and HQ AFMC directives and instructions. Operating policies and guidelines are general, situation dependent, and subject to broad interpretation and application. Judgment, initiative, and ingenuity are required to interpret the intent of broad regulations to adapt strategies required to provide local intelligence support to the test workforce. Because some programs have unique requirements, incumbent must be able to draw on broad intelligence experience and in-depth knowledge of the test/acquisition process to develop viable solutions to functional issues and problems and effectively manage Division personnel. Incumbent uses sound judgment, and initiative in applying guidelines to work center processes, and may need to make major adaptations to accomplish mission objectives. Incumbent is responsible for analyzing results of work center processes and customer feedback, and recommending and implementing changes to policy to deal with difficult or unusual problems in the accomplishment of the Division's mission. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the intelligence cycle, policy and guidance, and the structure, organization, roles, missions, and inter-relationships of the national, DoD, and USAF IC.
2. Knowledge of acquisition policy and guidance and the role intelligence plays throughout a weapons system's life-cycle; and knowledge of the processes directly involved in Test Intelligence missions and program support and the roles and responsibilities of local field intelligence offices in support of system testing requirements.
3. Knowledge of a comprehensive range of intelligence research methods, techniques, and practices; and advanced analytical principles, concepts, and methods used to identify and analyze complex multi-source intelligence information to provide practical leadership support to local intelligence analysts.
4. Skill in communicating clearly, concisely, and with required accuracy both orally and in writing, Ability to work in a professional manner with peers, management, subordinates, contractors, academia, and other agencies as required to solve problems and to implement required solutions, to prepare professional-level documents for review, and develop recommendations for senior leadership personnel.
5. Ability to quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations , based on mature judgment and experience under conditions of urgency and competing resources requirements.
6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
