The primary purpose of this position is to serve as a senior Air Force program analyst and provide the Deputy Under Secretary of the Air Force, Management and Deputy Chief Management Officer (SAF/MG) expertise in planning and executing Air Force business transformation priorities to achieve Air Force and DoD strategic objectives.

Duties

Develops, maintains and implements Air Force Program Action Directive/Program Guidance Letter (PAD/PGL) policy, performs day-today enterprise-wide PAD/PGL portfolio management and coordinates status across PAD/PGL leads. Facilitates PAD/PGL strategic level guidance and direction to Headquarters Air Force (HAF) staff and Major Command (MAJCOM) commanders for employing the SAF and Chief of Staff of the Air Force (CSAF)-directed initiatives. Provides expert advice on methods requiring cross-functional and sometimes cross-MAJCOM planning and guidance to implement major Air Force initiatives aligned with national, joint, or service priorities. Analyzes the effect of high level decisions and policies (e.g., OSD Deputy Chief Management Officer), to advise the SAF/MG on effective alignment of Air Force overall strategic transformation initiatives governance and management. Formulates Air Force plans in support of Air Force top leadership priorities. Defends recommendations to higher levels of management as necessary. Establishes on-going evaluation mechanisms for evaluating the effectiveness and efficiency of the Air Force business transformation governance processes as it relates to major mission and business operational support. Performs risk/benefit, dollar cost/economic analysis in support of decision making on significant issues. Prepares reports, responses to queries, justifications, and background papers on the technical aspects of areas of expertise and assignment. Represents the organization on working groups, steering groups, or other meetings, conferences, seminars, etc. May chair such groups or meetings when the meeting is in the incumbent's area of assignment. Hosts meetings with HAF and MAJCOM representatives to discuss/resolve strategic initiatives management concepts and other issues of common interest. Provides results of studies, analyses, and evaluations to counterpart agencies to share experiences and thereby improve overall defense level planning in areas of assignment. Promotes interchange of information on requirements, capabilities, deficiencies, and technology applications in the area of specialization.

  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of activities to develop business and transformation strategy in alignment with strategic plans and higher level strategy. High degree of skill in analyzing and comparing cost benefits, cost projections, budgetary tradeoffs, fiscal strategies, and programmatic factors to produce fully justified options that can be presented to higher levels of management for use in defending efficiency and effectiveness decisions. Ability to plan, organize, develop studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial resources, require extensive changes in established concepts and procedures FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Government and agency-specific guidelines and business practices, including statutes, regulations, policies, and procedures that cover different contract types. Knowledge of business practices and market conditions applicable to acquisition requirements. Knowledge of assigned contracting and procurement specializations, and applicable contract types. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
