This position is located in the Division of Resource Management in Rock Creek Park of the National Capitol Region. The incumbent serves as a senior principal advisor in the management of cultural resources in all areas managed by Rock Creek Park.
Duties
The major duties of the Cultural Resource Program Manager position include, but are not limited to, the following:
Directs the park's cultural resource management activities.
Prepares and coordinates the preparation of cultural resource management plans and specific action plans pertaining to the management and protection of park resources, and develops and implements long-range plans for the inventory, evaluation, documentation, preservation, research and interpretation of park resources.
Manages the park's museum collections, and coordinates the documentation, preservation, protection, exhibition and use of park collections.
Serves as liaison with the State Historic Preservation Officer and traditionally associated groups.
Serves as Contracting Officer's Technical and/or Agreement Technical Representative for projects conducted through contracts, interagency agreements, and cooperative agreements.
Qualifications

To qualify for this position in the 0170 History job series, you must possess at least one of the following basic qualifications by close of the announcement:
Education: A degree in history or a related field that included at least 18 semester hours in history. You must include your transcripts; or,
Combination of education and experience that includes courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown above, plus appropriate experience or additional education. To qualify for this position in the 0190 Anthropology job series, you must possess at least one of the following basic qualifications by close of the announcement:
Education: A degree in an appropriate field of anthropology. You must include your transcripts; or,
Combination of education and experience that includes courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of anthropology, or related course work, plus appropriate experience or additional education. Experience: Four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work. Your resume must include hours per week worked.
To qualify for this position in the 0193 Archelogy job series, you must possess at least one of the following basic qualifications by close of the announcement:
Education: A degree that included 3 semester hours each in the following course areas: History of archeology; Archeology of a major geographical area such as North America or Africa; Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; AND, Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; AND, Archeological field school. You must include your transcripts; or,
Combination of education and experience that includes college-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. Experience: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:
Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) provide cultural resource program support and professional advise in at least one the occupations of history, anthropology, or archeology; (2) participate as a professional member of a research team; (3) provide technical assistance and serve as a subject-matter-expert in the conduct of research studies; (4) plan or participate in the planning of cultural resource projects or studies; (5) research, develop, and prepare manuscripts for professional publications; and, (6) perform collections management registration, cataloging, research, preservation, restoration, and conservation of collections. Your resume must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
