This position is located in Cultural Resources, Partnerships, and Science Directorate, in the National Register (NR) of Historic Places and National Historic Landmarks (NHL) Program. Incumbent plans and assigns work to be accomplished by employees and serves as subject matter expert on National Register criteria, procedures, and processes.

Duties

The major duties of the Supervisory Landscape Architect/Architect/Historian/Archeologist position include, but are not limited to, the following: Plans and assigns work to be accomplished by employees; develops employee performance standards; and evaluates employees. Serves as subject matter expert on National Register criteria, procedures, and processes. Manages staff to ensure timely processing of National Register actions, including petitions and appeals. Substantively reviews National Register actions as needed, exercising delegated authority to act on nominations and other actions. Maintains awareness of and advises the Program Chief on preservation trends and practices. Identifies partner professional guidance and development needs, developing delivery vehicles such as guidance documents or training sessions. Participates in conferences to share information and provide advice regarding National Register policy, procedures, and guidelines. Collaborates with the Program Chief in the development and dissemination of National Register policy and procedures, including the preparation of training, bulletins, briefings, studies and other media for use by Federal, Tribal, state, and local agencies, and the public. Provides support as needed to collateral preservation assistance programs such as the National Historic Landmark Program, the Federal historic tax credit program, and the historic preservation grants program.

All qualifications must be met by the closing date of this announcement-03/06/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. You must meet one of the following Basic Requirements (in one or more of the below job series) in order to be eligible for this position: Landscape Architect: 0807: A degree in landscape architecture or landscape design. -OR- A combination of education and experience. For each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. Architect - 0808 Series: Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. - OR - Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations. Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture. Historian: 0170 Series: A degree in history; or related field that included at least 18 semester hours in history. -OR- A combination of education and experience. Courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education. Archeologist - 0193 Series: Degree that included 3 semester hours each in the following course areas: History of archeology. Archeology of a major geographical area such as North America or Africa. Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development. Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques. Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work. - and -Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; - and -Archeological field school. - OR - Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements above (including archeological field school). - OR - Combination of Education and Experience -College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. -OR- Experience -Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. To qualify for this position at the GS-13 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of: (1) Evaluating National Register nominations for locally, statewide, or nationally significant properties. (2) Collaborating among the National Park Service, Federal and state agencies, Tribal governments, state and local governments, or preservation organizations on National Register actions. (3) Serving as subject matter expert on National Register criteria, procedures, and processes. You must include hours per week worked.

Education

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
