THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a CASUALTY ASSISTANCE PROGRAM SPECIALIST, Position Description Number T5342000 and is part of the PA Deputy Chief of Staff for Personnel DCSPER, National Guard. 1 or more Position(s) may be hired against this Announcement.

Duties

As a CASUALTY ASSISTANCE PROGRAM SPECIALIST, GS-0301-09, you will provide administrative support to states that occur casualties while soldiers are in a duty and non-duty status. Receive notification of all death's and/or casualties such as: the death or believed to be death, serious or very serious illness or injury, or special category; of a soldier in a duty and non-duty status. Receive notification of death of veterans with requests for burial honors and forwards the request to appropriate state Military Funeral Honors personnel. Work with the Casualty Assistance Officer and the Survivor Outreach Services personnel to ensure that all of the surviving family members needs are addressed and taken care of. Brief personnel on the most current procedures for casualty notification, NOK assistance and burial honors. Compose correspondence that requires reference to regulations, related correspondence manuals, etc. Perform other duties as assigned.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC A: NG Employees working at the location specified. AOC B: NG Employees of the Pennsylvania National Guard. AOC C: Open to the public. Supervisor for this position is MAJ Patrick Line. *NOTE: Accessioning into this position is contingent upon verification of Tier 1 Security Clearance. GENERAL EXPERIENCE: Experience of an administrative nature, which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts, and practices applicable to one or more fields of administration or management. SPECIALIZED EXPERIENCE: Application must indicate 24 months experience in applying analytical and evaluative techniques to identify, consider, and resolve issues or problems of a procedural or factual nature. Experience with the principles, policies, program goals and methodology of the Casualty Assistance Program, to gather and analyze information on problems and difficulties encountered during the Casualty Notification/Assistance process and obtaining soldier and family information on wounded or deceased soldiers to ensure proper flow of information and timely adjudication of services. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
