This position is in the Federal Highway Administration (FHWA) Office of Infrastructure, Office of Stewardship, Oversight, and Program Management. Serves as an analyst providing leadership and expert analysis guidance to FHWA Headquarters and division offices, State and local agencies, relating to the identification, design, implementation and re-engineering of policies and procedures pertaining to the administration of programs and projects implemented under FHWA Federal-aid highway programs.

Qualifications

To determine if you are eligible, review the following grade specific details.  You will be asked a few questions as part of your application but make sure to verify how you meet this experience in your resume. For the GS-13: On Experience, you must have at least one year of experience, equal or equivalent to the GS-12 grade level, which included: Experience managing, analyzing, and providing data using various software and visual aids for federal-aid programs and projects for process mapping; AND Experience interpreting and applying highway transportation, stewardship and oversight, and risk management policies for program evaluation; AND Experience evaluating business processes and providing recommendations for process improvement and implementation. You cannot use education to qualify at this grade, you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technology Application - Uses machines, tools, instruments, or equipment effectively; uses computers and computer applications to analyze and communicate information in the appropriate format. Manages and Organizes Information - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods. Stakeholder Management - Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative). Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
