This position is located at Departmental Offices, Terrorism and Financial Intelligence-Terrorist Financing. As a Policy Advisor, you will have policy responsibility for all aspects of Treasury's anti-money laundering (AML) and counter-terrorist financing (CFT) programs, sanctions efforts, and special projects such as anti-kleptocracy, counter-proliferation financing and counter-insurgency financing initiatives.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Policy Advisor, you will:
- Draft policy and position papers, briefing materials and testimony for senior Treasury officials, and documents for use in support of international initiatives.
- Collect, review and analyze reports that impact policy or programmatic issues, including determining their quality and overall effectiveness and recognizing sensitive policy issues and apprising supervisor.
- Review and analyze relevant legislation and policy initiatives, as well as assist in developing relevant strategies for implementing such laws and policies.
- Assist in identifying terrorist financing, money laundering, and other financial crime trends and methodologies.
- Conduct research, analysis and study on a wide range of AML/CFT programs, and identifies areas where new and/or revised policies and program standards are needed to improve the effectiveness and efficiency of AML/CFT initiatives
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized experience for the GS-13: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes demonstrated experience in ALL of the following:
-Monitoring developments in illicit activities such as anti-money laundering/counter-financing of terrorism (AML/CFT) and financial issues; AND
-Assist with creating policies on illicit financial threats to the U.S; AND
-Experience communicating results of research and analysis and making policy recommendations to senior decision makers; AND
-Engaging with the public, international organizations, or foreign governments on policy issues.
Specialized experience for the GS-12: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes demonstrated experience in ALL of the following:
-Assist with creating policies on illicit financial threats to the U.S; AND
-Experience communicating results of research and analysis; AND
-Engaging with the public, international organizations, or foreign governments on policy issues.
Specialized experience for the GS-11: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal Service. Specialized for this position includes demonstrated experience in ALL of the following:
-Preparing briefings, policies, or finished documents.; AND
-Engaging with the public, international organizations, intelligence community, or foreign governments.
OR
You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree, if related; OR
3 full years of progressively higher level graduate education leading to such a degree, if related; or LL.M., if related; OR
You may qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate level education in excess of the first 2 years may be combined with experience. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
