About the Position: This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project. Serves as Acquisition Business Specialist (SYS ADMIN) within the U.S. Army Engineer Research and Development Center (ERDC), Contracting Office. Systems Administrator supporting associated contracting systems and applications.

Duties

Provide functional and technical support to ERDC Contracting Office (ECO) as the Systems Administrator. Prepare a variety of acquisition documents in accordance with governing regulations. Responsible for the extraction and maintenance of a variety of contracting documents and contracting action reports within the contract writing system environment. Support associated contracting systems and applications (such as the DoD Standard Procurement System/Procurement Desktop-Defense (SPS/PD²), Procurement Integrated Enterprise Environment (PIEE), and Paperless Contracting File systems (PCF)). Advise and assist personnel in using technical contracting resources available, including troubleshooting issues affecting errors and providing comprehensive advice as the resident expert. Analyze, evaluate, and review procurement programs and issues for the Center and develops/issues policy based on research and analysis of complex acquisition problems. Provide advice to management and staff as it relates to changes affecting contracting procedures utilizing the contract writing system (including SPS/PD²), and other contracting automated programs and databases.

Requirements

  • Appointment requires a Moderate Risk Background Investigation, subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and maintain DAWIA Certification within 24 months of employment.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • You may be required to travel 25% for this position.

Specialized Experience: One year of specialized experience equivalent to the DJ-02(GS-09) grade level in the Federal service: maintain technical support to command and troubleshoot systems when needed, develop and prepare acquisition documents by abiding by the standard operating procedures and governing laws, assist peers and subordinates with use of technical contracting resources, and advise management and staff of any changes related to contract procedures. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business and Information Technology (Must submit transcripts) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
