This position reports to the Fiscal Accounts Supervisor, Financial Management Department, Debt Management Unit (DMU) and Third Party Liability (TPL).
Duties

NOTE: This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-7. At the GS-5 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-7. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Major duties and responsibilities include:
Performing a wide variety of Agency fiscal functions such as account receivables, debt collection activities, third party liability, and general accounting/agent cashier functions.
Reviewing, researching, analyzing all accounts receivable records and documentation, to ensure all data maintained is accurate, current, and proper based on Agency regulations, policies, Federal Laws, and Directives.
Working independently and is responsible for all collection functions.
Interpreting considerable system, administrative, and financial data to identify problems and submit recommendations to current procedures and policies and implements solutions.
Performing required follow-up action to ensure proper debt collection procedures are adhered to and that Debtors receives Notification of Indebtedness Letters, follow-up letters, and proper due process rights in accordance with Federal Laws and Agency Policies.
Reviewing and referring delinquent debts to the Department of Treasury for collection through the Treasury Offset.
Reviewing and making determination if a repayment plan, request for waiver, or compromise submitted by the Debtor meets Federal Law and Agency policies to ensure Government debts are repaid within established guidelines.
Reviewing bill of collection for accuracy against submitted documentation, vendor address, fund control point, fiscal year, fund appropriation, claim refund payment, recoupment reason, etc.
Reconciling, advising, and returning all discrepancies to Billing Department.
Performing other duties as assigned.
Work Schedule: Monday-Friday, 8:00am to 4:30pm

Qualifications
IN ORDER TO QUALIFY FOR THIS POSITION AT THE GS-5 LEVEL YOU MUST MEET THE FOLLOWING:
SPECIALIZED EXPERIENCE: You must possess 1 year of specialized experience, equivalent to the GS-4 level in the Federal service, that equipped you with the particular knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and that is typically in or related to this Accounts Receivable Technician position to be filled. Specialized experience for this position includes performing a wide variety of fiscal functions such as account receivables, debt collection activities, third party liability, and general accounting/agent cashier functions; reviews, researches, analyzes all accounts receivable records and documentation; performing follow-up analysis and maintaining records of debt collection efforts. (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE.)

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: You must have successfully completed four years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. One full year of graduate education is considered to be 18 semester hours. (COPY OF TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION)
