The Lead Accounts Receivable Technician provides guidance and technical direction necessary for accomplishing the work of the Unit. Assigns, routine case work and special projects to Accounts Receivable Technicians to meet deadlines. Serves as work leader and monitors all work assignments of staff to ensure assignments are accomplished in accordance with Departmental productivity, timeliness, supervisory, and accuracy goals and standards. This position is located in Denver, Colorado.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but are not limited to: Serves as a Lead and senior technician while performing the full range of technical duties in support of Agency fiscal functions, such as account receivables, debt collection, third party liability and general accounting/agent cashier functions. Reviews, researches, and analyzes all accounts receivable records and documentation to ensure all data maintained is accurate, correct and in accordance with Agency regulations, policies, Federal Laws, and Directives. Implements post-review on all Debt Management functions and gathers and compiles findings and reports data to supervisor. Evaluates documentation, debtor payment history, debtor 's situation, timeliness of filing, and financial status to complete VA Form 1042, Referral of Indebtedness to Committee on Waivers and Compromises and makes recommendation to approve/deny request for Waiver. Reconciles, advises, and returns all discrepancies to Billing Department. Independently researches changes in policies and procedures and reports findings to supervisor. Reviews and verifies the validity of Requests for Recoupment against benefit eligibility records, insurance data, vendor data, and claim payment history. Obtains, reviews, and analyzes documentation, State and Federal Statutes, and other information to determine if collection should be pursued through a third party on Tort, Workmen's Compensation, Victims of Crime, and Uninsured Motorist/Medical Coverage Auto Claims cases. Utilizes knowledge of accounting procedures to compile and verify the accuracy of data and prepares reports and analyses of transactions. Serves as a work leader and monitors all work assignments of staff to ensure assignments are accomplished in accordance with Departmental productivity, timeliness, supervisory, and accuracy goals and standards. Coordinates and works with systems and personnel to resolve identified accounting and receivable transaction problems. Coaches and mentors Unit members in the accomplishment of all Debt Management processes, procedures, and policies. Develops training materials and tools such guide sheets, charts, and checklists and provides on the job training to employees. Performs other related duties as assigned. Work Schedule: Monday - Friday, 8:00am - 4:30pm. SPECIALIZED EXPERIENCE: Requires one (1) full year of specialized experience equivalent to the next lower grade level (GS-7) in the Federal service that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the Lead Accounts Receivable Technician, and that is typically in or related to the position to be filled. Specialized experience includes providing oversight of the daily operations pertaining to medical billing, accounts receivable, insurance verifications, and revenue activities; assigning work and leading staff responsible for associated revenue functions; resolving issues related to medical billing claims and revenue operations; compiling data and preparing reports; preparing correspondence and reports for a wide range of issues; and developing policies, procedures, and strategies.
