The primary purpose of this position is to plan, manage, coordinate, advise, execute, and train on matters pertaining to protocol for the 319th Reconnaissance Wing. Primary focus of the position is the planning, coordination, and execution of ceremonies, conferences, briefings, official and social functions, and high-level foreign and domestic visits.
Duties
Serves as Chief of Protocol, develops and implements protocol and procedural guidance for the 319th Reconnaissance Wing Commander, Vice Commander, Director of Staff, and Public Affairs concerning proper protocol requirements for visiting dignitaries, military ceremonies, conferences, official meetings, briefings, etc.
Performs or arranges to meet and greet high-ranking dignitaries upon their arrival and accompany them through various phases of their visit.
Serves as protocol advisor to 319th Reconnaissance Wing Commander.
Manages the 319th Reconnaissance Wing Commander's Contingency Fund and use of Non-appropriated Funds in addition to Official Representation Funds and Special morale and Welfare accounts.

- PCS expenses are not authorized. Travel and Relocation expenses will not be paid.
- This position is subject to provisions of the DoD Priority Placement Program
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- The work requires the employee to drive a motor vehicle, an appropriate, valid driver’s license is required.
- This is a designated Key Position. The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization.
- This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, Screening the Ready Reserve).

- Required to work an uncommon tour of duty and frequently scheduled and unscheduled overtime. Work after normal business hours is expected and should be anticipated. May be required to carry a pager, phone or radio during on and off-duty hours.

- Leave accrual may be authorized upon request

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include work that has provided knowledge of the customs, concepts, practices, and regulations dealing with national and international diplomatic formality, precedence, and etiquette; adapting analytical techniques and evaluation criteria to the measurement and improvement of the protocol programs; developing and implementing protocol plans, programs, complex projects, and procedures, setting overall objectives and priorities; and instructing and supervising project officers on all procedures start to finish for social events, conferences, meetings, briefings, visits, ceremonies, invitations, seating, programs and other associated protocol functions.

EDUCATION: Successful completion of a PhD or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Only higher-level graduate education in excess of the first 2 years may be combined with experience. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and thorough understanding of the concepts, principles and practices of protocol, military ceremonies, traditions, customs and courtesies, and governing policies, pertinent laws, regulations, and precedents.
Knowledge of Air Force, Major Command, and military traditions related to protocol.
Knowledge of regulations and procedures affecting Official Representation Funds (ORF), Special Morale and Welfare (SM&W) Funds, and Operations and Maintenance Funds (O&M) and skill in applying basic resource, budget, and funds management.
Skill and ability to plan, organize, and direct the functions of a protocol organization and provide guidance to military and civilian personnel
Ability to communicate effectively, both orally and in writing, with skill in working with high level military and civilian officials and maintaining effective working relationships with groups interested in or affected by ceremonial and protocol programs and policies.
Ability to apply various office automation software tools, programs, and techniques to support office operations and produce a wide range of products.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
