This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The incumbent will serve as the Joint Electromagnetic Spectrum Operations Cell (JEMSOC) Spectrum Manager/Analyst. This position is assigned within Headquarters U.S. Southern Command (USSOUTHCOM), located in Doral, Florida.

Duties

Serve as subject matter expert providing technical advice and guidance and recommendation of Electromagnetic Spectrum Operations. Monitor the Joint Spectrum Interference Resolution (JSIRO) report tool to identify incidents and capture data. Manage, evaluate, and analyze reported electromagnetic interference (EMI) incidents. Evaluate reports by analyzing facts and performing appropriate research and prepare detailed responses. Monitor and adapt execution of electronic warfare (EW) plans in current operations and exercises. Prepare technical reports, memos, studies, white papers, and implementation plans for higher and lower echelon commands and organizations. As an expert authority, participate and provide input in meetings and forums to support worldwide JEMSOC events, forums, working groups etc.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top-Secret security clearance based on a single-scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident
  • This is an Emergency Essential (E-E) position. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
  • Temporary duty travel (TDY) is required up to 25% of the time. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May occasionally be required to work other than normal duty hours.
  • This position has been designated “Mission Essential”. In the event of emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position requires DoD Security Cooperation Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) Basic level within 1 year.
  • Complete certification-related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384.
  • Incumbent(s) of this position is required to comply with all Department of Defense, Defense Security Cooperation Agency, and Department of the Army requirements of the SCW certification program.

Specialized Experience: One year of specialized experience which includes providing practical knowledge of telecommunications concepts, principles, and practices in support of Electromagnetic Spectrum Operations to perform radio frequency spectrum planning and analysis; evaluating electromagnetic interference (EMI) reports to identify sources and to provide resolution of EMI incidents; determining recommendations to avoid potential problems that may impact operational performance; participating in briefings, presentations, reports and/or technical papers to ensure awareness of changes and updates to procedures and requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
