About the Position: This incument plans and directs the Information Operations Division, Joint Electromagnetic Spectrum Operations Cell (JEMSOC). This position is assigned within Headquarters U.S. Southern Command (USSOUTHCOM), Doral, Florida.

Duties

Advise and provide counsel to employees regarding policies, procedures, and directives of management. Review organization mission, functions, and manning, balances workload, and resolve administrative issues. Advise the Director of Operations and the Combatant Commander on Electronic Warfare (EW) trends and the opportunities that such developments present for the command. Review proposed JEMSO and service level EMS Operations concepts as they apply to the transformed force. Serve as lead and focal point for the integration of EW and other information related capabilities (IRCs) into USSOUTHCOM theater, campaign, concept, regional, and country specific plans, named operations. Ensure JEMSOC complies with legal and regulatory requirements and meets Joint Chiefs of Staff (JCS) and other government agencies needs. Execute the JEMSO program across the USSOUTHCOM operations environment to include development, implementation, and oversight of planning and exercise participation. Serve as lead for engagement with key allies and partner nations and develop military-to-military relationships.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top-Secret security clearance based on a single-scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This is an Emergency Essential (E-E) position. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
  • Temporary duty travel (TDY) is required up to 25% of the time. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position has been designated “Mission Essential”. In the event of emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position requires DoD Security Cooperation Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) Intermediate level within 3 years.
  • Incumbent may be required to attend the Joint Forces Staff College or a similar organization to accomplish additional training.
  • Incumbent may be required to attend continuous training from the Defense Information Systems Agency (DISA) Joint Spectrum Center (JSC) (e.g., training concerning Spectrum Tools, Direction Finding Techniques, Spectrum Management…etc.)
  • Incumbent may be required to complete a supervisory probationary period.
  • May occasionally be required to work other than normal duty hours.
  • Complete certification-related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384.
  • Incumbent(s) of this position is required to comply with all Department of Defense, Defense Security Cooperation Agency, and Department of the Army requirements of the SCW certification program.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
