You will serve as a HUMAN RESOURCES ASSISTANT (RECRUITMENT & PLACEMENT/OA) in the STAFFING DIVISION of OCHR OVERSEAS PROGRAM CENTER.
THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the NDAA Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, U.S.C. to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.
Duties
You will review personnel requests to determine the nature of staffing action and source of candidates (merit promotion, DEU, outside sources, etc.).
You will determine if placement priorities are appropriate in filling vacant positions and takes appropriate action.
You will evaluate applications for job related criteria including experience, training and performance in relation to the required job skills, knowledge and abilities according to the merit promotion or external recruitment plan(s).
You will process, code and complete a broad range of recurring personnel actions, determining the nature of action, the authority and the appropriateness of the source of the candidates.
You will clear mandatory placement programs and review position description and forms for completeness and accuracy.
Requirements

Qualifications
GS-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing basic human resources information to personnel and performing clerical work such as compiling reports and maintaining records in an automated recruitment system to assist in the delivery of HR management products and services.
GS-06: Your resume must demonstrate at least one year of experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing recruitment and placement support functions such as reviewing recruitment requests for accuracy and completeness, compiling information for reports, entering personnel data and maintaining records in an automated recruitment system to assist in the delivery of HR management products and services.

GS-05:
Successful completion of four full academic years of education above high school
