You will serve as a Human Resources Assistant in the Staffing Department of OCHR NORFOLK OPERATIONS CENTER.
Duties
You will process a full range of recurring types of official personnel actions to include a variety of accessions, separations, various position changes such as positions FLSA status, vet preference eligibility, SCD, WGIs, and pay adjustments.
You will review personnel action requests for accuracy, resolve discrepancies and complete missing information.
You will determine benefits eligibility, creditable service, and follow up on suspense actions.
You will process a full range of recurring noncompetitive official personnel actions to include actions for various Name Request, VRA appointments, special hiring authorities, etc.
You will apply OPM Qualification Standards when necessary to ensure applicant meets qualifications and determines appropriate nature of action and authority codes.
You will perform routine recruitment services to include the use of PPP programs to meet regulatory requirements and facilitate employment for priority placement registrants.
You will prepare case files for staffing actions in accordance with established procedures and SOPs.
You will maintain electronic personnel files including Onboarding Manager, eCase files and eOPFs for civilian employees, and utilize HR information systems such as DCPDS database personnel systems to process actions.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience assisting in the review and processing of various non-competitive name requests, VRA appointments, special hiring authorities, posting announcements when required, and setting pay in accordance with personnel laws, regulations, OPM qualification standards, priority placement programs, and standard operating procedures.
Experience assisting with reviewing and processing personnel action requests by verifying accuracy of information, proper use of regulatory authorities and remarks, resolves discrepancies/ missing information, determining benefits eligibility, creditable service, probationary/trial periods, WGIs, career tenure, etc.
Experience assisting with a variety of recruitment support functions by utilizing HR information systems such as DCPDS database or similar systems in position building, verifying proper HR related documents, and ensuring proper flow of accurate information of personnel actions and records.
