As a Client Planning Manager, you will providing authoritative advice, analysis, guidance, policy development and leadership in portfolio long-range strategy development, asset business planning, asset financial and decision making.
This position is located in General Services Administration, Public Buildings Service of the National Capital Region, Office of Portfolio Management and Customer Engagement.

Duties
Strategic Account Management Functions: In this capacity the incumbent is responsible for overseeing and maintaining a strategic organizational relationship with the client at the regional level and acting as an internal regional expert on the client's mission, strategic direction, and workplace needs, performing the following: Proactively develops relationships across the client's national, regional and field organizations, including those in operational and support units and with higher-level management at the national level when appropriate, to strategically position GSA to facilitate accomplishment of the client's mission. Researches and maps the client’s real estate decision making process - is able to identify the client’s critical path, key decision makers and influencers to the process, and the variables customers evaluate in making workplace and portfolio decisions. Understands and is able to communicate to PBS planning and project management peers the unique desired business and mission outcomes of the client’s workplace projects.
Maximizes and strengthens client relationships by remaining informed regarding client expectations and perceptions. This includes maintaining current knowledge of client agency policy and programming documents and guidance which influence workplace decisions. Develops relationships and partnerships within GSA and PBS business lines at both the regional and national levels to leverage talent, enhance innovation, minimize misunderstandings, and ensure consistency in applying account management and planning principles. Serves as subject matter expert between the client and GSA's Regional Office to provide strategic advice and direction to agency and stakeholder representatives.
Strategic Requirement Planning Functions: A core responsibility of the Planning Manager role is to align the customer’s planning efforts, projects and strategic needs, understands and assesses through the Strategic Account Management functions, with PBS portfolio planning and workplace strategy development. Incumbent acts as a key participant in the planning processes, advocating for client needs and sharing client intelligence and requirements to inform PBS portfolio planning decisions. This planning function is a key part of the project delivery lifecycle and occurs in the project identification phase. As the expert of the Customer Engagement Division, the Client Planning Manager delivers excellent services everywhere, every time.
The Planning Manager manages or reviews expiring client agency assignments. Strategically monitors all client agency occupancy assignments for proximity to expiration dates. Leads project team in the analysis of occupancies through collaboration with asset managers, real estate professionals, work-place specialists and other experts as needed. Informs understanding of evolving client mission needs and decision making parameters. The Planning Manager, individually develops proposals and options based on complexity of projects, in an effort to optimize the federal footprint and bring the best value to the taxpayer as a proactive approach to engaging our client.

The GS-14 salary range starts at $132,368 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience: 1) Developing and defining short-and long-term strategies to meet the needs and requirements of customer agencies to promote their satisfaction with products and services; 2) Conducting qualitative and quantitative analytical techniques and methodologies to gather, evaluate, and develop comprehensive recommendations to grow partnerships and/or business with customer agencies; 3) Assessing and managing the cost, schedule, and technical performance progress of assigned projects or programs through the required phases of the acquisition cycle; and 4) Developing, managing and balancing project plans, budgets, and schedules, including assessing risk and developing appropriate mitigation strategies.
