This position serves as a Property Manager in the Material Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s).

Duties

As an Inventory Management Specialist, you will: Schedules and conducts physical inventories. Maintains accountable property and receipt documents Conducts market research on product pricing and performance. Researches and conducts analysis of potential cost savings, efficiencies and process improvements using quantitative analysis and historical usage patterns. Utilizes performance measures to conduct forecasting and quantitative analysis Utilizes inventory principles, standard, and non-standard methodologies, and concepts to determine need to intervene in the supply system Maintains equipment inventory lists Manages and controls all inventory transactions for non-expendable medical equipment requests and transactions. Recommends actions to eliminate problems involved in delivering services to inventory customers or in implementing policies. Trains and assists on equipment acquisition, disposal, scanning and tracking of equipment. Work Schedule: 0700-1530, Monday through Friday Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-07: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conducting research and maintaining perpetual inventory accounts for non-expendable equipment in a data base system; determining required sources of equipment, purchase card program and simplified acquisition procedures; using bar code scanning equipment and appropriate tagging equipment to implement property accounting systems; researching and analyzing information to resolve questions and issues, and improve operations; and advising on the management, control, and accountability of equipment in use. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. NOTE: Only education beyond a bachelor's degree may be used to meet this requirement. GS-09: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Thorough knowledge of a complex variety of Federal Property Management Regulations (FPMR), VA Regulations, Directives, Handbooks, bulletins, policies and other Federal regulations, publications and guidelines to extensively research and develop solutions to complex and routine problems; to accurately maintain perpetual inventory accounts for nonexpendable equipment in a fully computerized and integrated data base system; and to formulate improved inventory management procedures and practices, Comprehensive understanding of supply principles, lifecycle management, planning, property inventory and accounting methods are required to properly manage the property management program and determine the means and methods to resolve issues and improve operations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. NOTE: Only education in excess of the first year (18 semester hours) may be used to meet this requirement. You will be rated on the following Competencies for this position: CommunicationContracting/ProcurementPlanning and EvaluatingProblem SolvingTechnical CompetenceTechnology Application Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Involves a mix of working in an office environment to working in a warehouse to assist in processing new equipment receipts and entering into the EIL. A great amount of time walking and climbing stairs is required to conduct on-site inventories of EIL equipment. Lifting of up to 40 pounds is required when receiving new equipment at the facility and preparing for the sale of excess property. Work conditions are often indoors, but could occasionally be dirty, hot, humid or unusually cold when involved in property inventories, disposal of equipment, transferring of equipment between serviced locations and recycling centers.
