The primary purpose of this position is: To serve as a team chief over two teams of personnel and computer specialists providing technical and functional expertise on computer systems, application and client software for the Air Force Regional Processing Center.

Duties

Performs first level full supervisory personnel management responsibilities over two team leaders and assigned GS-11 personnel managment specialists and computer specialists Provides project management and oversight of the various projects to ensure technical integrity of development and operations Serves as a technical expert in the long- and short- range planning of objectives in the projects Participates in special projects and initiatives and performs special assignments Performs project coordinator duties in support of operations personnel

  • This is a Supervisory Position. A 1 year probationary period is required if applicant selected has not previously met this requirement. This position meets the supervisory exemption criteria of the Fair Labor Standards Act (5CFR551.204)
  • The incumbent is required to travel frequently to provide informational briefings on the various projects
  • Participates in and briefs DoD-wide and government-wide working groups on this technology
  • The incumbent is expected to demonstrate a high level of self-motivation and ingenuity in developing operating policies and procedures for the Directorate of Civilian Personnel Operations
  • May be required to work shifts
  • The incumbent must sign a mobility agreement that specifies that he/she will move in the best interest of the Air Force
  • Must be able to obtain and maintain a secret security clearance

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include: Ability direct a group of personnel management specialist and computer specialist assigned to provide services to enhance and sustain the myriad of personnel computer applications and client software loads in the Air Force RSC. Knowledge of methods and techniques of fact finding, analysis, and resolution of complex systems problems and the development of concrete action plans to solve problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the methods and techniques of fact finding, analysis, and resolution of complex system. problems and the development of concrete action plans to solve problems. 2. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions relating to work. 3.Broad knowledge of theories, principles, and practices of federal personnel management functions and the relationship of the various personnel disciplines. Broad knowledge of Directorate objectives, mission, and operating programs and the implications of Air Force civilian personnel management programs. 4. Ability to assimilate and translate the logic of personnel management of the data system. Ability to motivate, train, and work effectively with widely diverse individuals groups who have a variety of backgrounds and training. 5. Ability to establish program objectives or performance goals and assess progress toward their achievement. Ability to coordinate and integrate the work activities of several organizational segments or several different projects. 6. Ability to adjust work operations to meet emergency, changing program, or production requirements within available resources and with minimum sacrifice or quality of work. Knowledge of personnel management principles and demonstrated ability to guide and supervise others. Ability to represent the activity both within and outside the organization, and to gain support for the program goals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
