The primary purpose of this position is to operate 25, 60K- loaders, tractor trailers, 10K AT, also one or more types of gasoline, diesel, or electric powered wheeled vehicles. Drives on the flight line and across the runway in various weather and traffic conditions to transport cargo. Also, operates fork lift to facilitate cargo loading/unloading on aircraft
Duties
- Performs a wide range of Cargo Processing functions and drives K-Loader, tractor trailers and/or other vehicles primarily on the flight line and hardstands around aircraft. Performs tasks involved in issuing / shipping items.
- Operates one or more electric, LPG, or diesel powered forklift trucks with a maximum load of 50,000 Lbs. to facilitate loading and unloading duties
- Performs operator maintenance, such as checking fluid levels and air pressure in tires, cleaning and washing of vehicles,
and performing inspection checklists to ensure safe and proper operation.
- Maintains records and documents actions, such as operator inspection, checklists/forms and accident/incident reports.
- Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. Assembles and disassembles cargo on aircraft pallets.

- An appropriate, valid driver's license is required for the position.
- Position requires the ability to discern colors, contrast, and depth.

- May on an irregular basis operate passenger vehicles, as required.
- Materials handled will be non-hazardous and hazardous cargo including various types of explosives.
- Must be able to obtain and maintain Flight line / Runway crossing authorization
- This is drug testing designated position. The incumbent is subject to random testing for drug use
- Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96.
- Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition.
- This is a Key position. Incumbents must be removed from their military recall status if alternatives for filing the position during and emergency are not available. (Ref. AFI 36507)
- This is a Mission Essential position IAW DoDI 302042 this position has been locally or command designated as Mission Essential (ME) needed to ensure the continued operation of mission essential functions of the activity.
- Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remail on duty during phased or early release.
- Must be able to obtain and maintain a Secret security clearance
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 Transportation/Mobile Equipment Operation Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is ability to do the work of a MOTOR VEHICLE OPERATOR (MATERIALS HANDLER/FLO) without more than normal supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and skill in operating one or more gasoline, diesel, or electric powered wheeled vehicles with a GVW of over 67,000 pounds such as 60K Aircraft Loader or Truck Tractors with semi or full trailers.
2. Knowledge of cargo handling and hauling and techniques for safeguarding and protecting cargo. Ability to compute restraint and interpret Technical Orders and regulations.
3. Knowledge of accepted warehousing methods, procedures, and material handling techniques. Knowledge of regulations, procedures, and policies related to records maintenance and documentation and ability to screen shipping and receiving documents for discrepancies. Knowledge of warehousing functions, such as material receiving, storage, issuing, and preservation. Ability to interpret and apply instructions pertaining to material handling.
4. Knowledge of traffic and safety regulations, practices, and procedures pertaining to motor vehicle and forklift operation.
5. Knowledge of and skill in operating one or more electric, LPG, or diesel-powered forklifts.
6. Ability to interpret instructions, specifications. related to motor vehicle, forklift, and power take-off unit operation and preventive maintenance. Ability to perform crew chief duties by direc1ing multiple personnel in loading/ offloading aircraft. Skill in the use of automated material processing equipment and systems to include computer terminals. optical readers, and scanners. Ability to maintain tools, equipment, and work area in a neat, clean, and orderly manner.
Physical Effort:
Physical effort is moderate to heavy. Work requires reaching, turning, or moving hands, arms, feet and legs to operate hand and foot controls. Associated duties require stooping, bending, and climbing. Lifts and carries objects weighing up to 40 pounds and heavier objects with assistance.
Working Conditions:
Employees work mostly outside and operate vehicles in all kinds of traffic and weather on public roads (or equivalent) and are exposed to the danger of serious accidents. Employees are exposed to dirt, fumes, and to the possibility of cuts, bruises, and broken bones as a result of accidents when loading and unloading the vehicle. Employees work in congested areas on and off the flightline.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
