Duty Location: Sacramento, California and Willows, California
The final determination of the duty station for this position will be made by the selecting official at the time of the job offer.
Duties
Receives office visitors and telephone calls.
Answers routine inquiries or refers to appropriate staff member.
Uses automation equipment and software to prepare correspondence, reports, and graphics.
Tracks credit card billing account records and reviews statements for accounting data and accuracy.
Prepares travels Authorizations and vouchers and makes travel arrangements.
Uses financial and travel automated systems to make travel arrangements, prepare travel orders and travel vouchers.
Reviews vouchers and supporting documents for compliance with regulations.
Prepares time and attendance reports.
Maintains a variety of time and attendance data, labor costs records, overtime and leave requests in accordance with established guidelines.
Provides guidance to employees on time and attendance coding.
Qualifications
Selective Placement Factor: This position requires a qualified typist. Applicants must possess typing skill of at least 40 words per minute. Certification may be a certificate of proficiency dated within the past 3 years or self-certification by stating current speed on your application for employment/resume. Failure to provide proof will cause you to be rated ineligible for this position.
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education or specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-05, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-04 level in federal service having demonstrated experience in general office management or secretarial experience that included a variety of administrative support services such as preparing correspondence and reports, mail and filing, travel, time and attendance, inputting to and/or maintaining databases which support the administrative activities of an office; OR Successful completion of four years of higher education above high school leading to a bachelor's degree. OR A combination of experience and education to meet total experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Education
This vacancy announcement allows substituting education for experience.
