This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
This position is part of the Missile Defense Agency, Missile Defense Career Development Program (MDCDP).
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
As a Contract Specialist at the NH-1102-2 some of your typical work assignments may include:
This is a developmental position. The incumbent works under close supervision and works in a developmental capacity performing assignments and completing training, both of which are aimed at preparing the incumbent to gain the knowledge and skills necessary to perform progressively more challenging assignments independently.
Review and scrutinize defense contractor cost/price proposals for defensive weapon systems and services. Develop the Government's negotiation position and negotiation strategy. Present recommendations to leadership, obtain approval to negotiate, and work with counterparts in industry to reach a fair and reasonable cost/price.
Conduct acquisition planning and, in coordination with the technical program office, determine the contract strategy to be used in the acquisition of a specific program element.

Qualifications
You may qualify at the NH -02 , if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-02/ GS-05 grade level in the Federal service as listed below:
Experience communicating both orally and in writing
Experience working in a team environment, including cross-collaboration among peers
Experience with Microsoft Office Suite
OR
B. I possess one academic year (18 semester hours) of graduate level education.
OR
C. I meet the requirements for Superior Academic Achievement based on (1) class standing, (2) grade-point average, or (3) honor society membership as described in OPM qualification standards.
OR
D. I possess a combination of education and experience as described in letters A & B.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
