This position is located at Departmental Offices, Terrorism and Financial Intelligence-Intelligence Analysis. As an Intelligence Research Specialist, you will provide supply chain risk analysis and expertise to counterintelligence (CI) threat assessments.
Duties
Pursuant to 50 USC 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the Intelligence Community within the Department of the Treasury.
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As an Intelligence Research Specialist, you will:
- Conduct open and classified source research and analysis to identify CI risks to Treasury's information, communications, and technology (ICT) supply chain.
- Produce CI threat assessments, specifically company/vendor threat assessments, in support of the Department's supply chain risk management (SCRM) activities, and provides recommended risk mitigation options.
- Develop and coordinate proactive CI projects and activities to detect or exploit attempts by foreign intelligence entities to target the Treasury supply chain.
- Represent Treasury as a supply chain risk analysis expert at interagency SCRM working groups and other forums, and collaborates with IC partners.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized experience for the GS-12: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes experience performing ALL of the following:
- Researching, interpreting, and analyzing information from a variety of sources; AND
- Identifying, assessing, and mitigating threats to an organization, including its operations and personnel; AND
- Composing reports, assessments, studies, or presentations in a clear and concise manner; AND
- Briefing and advising office leadership and customers on a wide range of issues; AND
- Representing teams or organizations in meetings and other forums.
Specialized experience for the GS-11: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes experience performing ALL of the following:
- Researching, interpreting, and analyzing information from a variety of sources; AND
- Composing reports, assessments, studies, or presentations in a clear and concise manner; AND
- Briefing office leadership or customers on a wide range of issues; AND
- Participating in or contributing to meetings and other forums.
OR
You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree;
OR
3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related
OR
You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
Specialized experience for the GS-09: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes experience performing ALL of the following:
- Researching, interpreting, and analyzing information from a variety of sources; AND
- Composing reports, assessments, studies, or presentations in a clear and concise manner.
OR
You may substitute education for specialized experience as follows: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
