This position is located in the Office of the Associate Director of Patient Care Services and functions as the Program Specialist working for the ADPCS' office. The incumbent ensures that the day to day operations in the Office of the Associate Director for Patient Care Services run smoothly and efficiently. The incumbent reports directly to the ADPCS. He/she delegates appropriate tasks and serves as a mentor to the Program Support Assistants (PSAs) within the nursing service.

Duties

Duties and responsibilities include, but are not limited to the following: Oversees and executes administrative operations for Nursing Service Responsible for standardized administrative practices within nursing services and will ensure that clerical work processes are standardized across nursing service. Ensures proper organizational methods are utilized by staff and all records and reports are easily accessed by the nursing leadership. She/he will conduct studies on workload distributing to ensure fair and equitable distribution of administrative work processes among PSAs under all areas of nursing. Responsible for analyzing and ensuring work productivity of the PSAs within the nursing service and for ensuring their work meets the standards within their practice and it is relayed to the Associate Director of Patient Care Services. Responsible for tracking and trending action plans as well as ensuring that workflow isdistributed equally. Responsible to complete reports of surveys using fact finding and investigative techniqueswhen discrepancies are found. He/she is responsible for preparing nursing executive leadership agendas which requires gathering and analyzing multi-layer interdisciplinary committee reports, as well as, other data to ensure proper organizational needs of leadership. Provides administrative support to other management staff in the Associate Director ofPatient Care Services office as needed. The incumbent is responsible for analyzing and determining recommendations for supplies and space utilized in the medical center. Maintains an awareness of available resources (personnel, space, equipment, and money) and advising higher management on distributing these resources. He/she is responsible to track and trend policies and procedures through their entirety. The incumbent is responsible for ensuring nursing policies and procedures are updated according to VHA national guidelines. The employee analyzes the subject and the current guidelines which cover it (e.g., workflow, delegations of authority, or regulatory compliance) and makes recommendations for changes. He/she contributes to establishing policy and programs for the nursing department by providing information and recommendations as requested by higher-level management. Assists the Health System Specialist in devising and modifying methods and procedures that significantly and consistently affect the accomplishment of the mission of Nursing Service Assists Health System Specialist to set annual performance goals, setting long and short-term goals for nursing service. Assists Contracting Officer Representative for nursing service with getting equipment requests from all areas of nursing service and obtains quotes for COR. Oversees planning and preparation for meetings including scheduling travel and lodging arrangements; Responsible for preparing daily briefings to the chief nurse on up to date issues and concerns with findings/ recommendations. The incumbent is responsible for analyzing the nature of the incoming requests and determining the required response while assigning action to the appropriate individuals. The incumbent must handle all situations in a professional, courteous, and expeditious manner. Providing customer service activities for the Associate Director Patient Care Service to include answering phones, speaking with Veterans, other internal and external customers, assisting with customer concerns. Exercises control over the Associate Director of Patients Care Service's appointments, with complete authority for commitments of time. Maintains the ADPCS calendar. Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. For a GS-9 position you must have served 52 weeks at the GS-7.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience, as described below: Specialized Experience (GS-7) : To be eligible for the GS-7 level, applicants who are current Federal employees and have held a GS-6 grade any time in the past 52 weeks must possess the necessary specialized experience. For this vacancy, applicants must have at least 52 weeks of specialized experienced equal to the next lower grade. For the GS7, must have experience at the GS-6 level or higher to be eligible for the GS-7. Examples of specialized experience would typically include, but are not limited to: knowledge of VHA and medical center policies, procedures, directives, and handbooks responsible for ensuring nursing policies and procedures are in compliance with VHA guidelines, skill in working independently on large projects, responsible analysis and interpretations of the systems, knowledge in the development of local policies and procedures, training programs for clinical and administrative staff. Specialized Experience (GS-9): To be eligible for the GS-9 level, you must have one year of specialized experience equivalent to at least the next lower level. For this vacancy, applicants must have held grade GS-7 or higher for at least one year to be eligible for the GS-9. Physical Requirements: The work done is sedentary. Typically, employee sits comfortably to perform the work.
