The primary purpose of this position is to provide specialized knowledge/expertise in and to manage the office promotions program and other Career Development programs supporting the installation military population, MAJCOM, and GSUs serviced by Robins AFB. Additionally, to provide administrative support in completing tasks as needed in order to accomplish the mission.
Duties
Ensures Officer Promotion Program responsibilities, actions and training are completed.
Assists with Retention Program task as disseminating enlisted retention information to military members and/or commanders in a timely manner.
Performs Administrative Support tasks by managing the organizational email box, performing housekeeping duties, and other assigned task.
Assist with the DEERS Program tasks such as inputting overrides in the system when fingerprints are not recognized, maintaining inventory of Common Access Cards (CAC) and other identidfication cards issued by DEERS technicians.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicant must have (or will have within 120 days of the closing date of this announcement) one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes knowledge of the awards and decorations policies, procedures, and precedents to effectively manage AMC's awards and decorations program. Practical knowledge of the personnel management program and skill in applying this knowledge to perform independent assignments. This includes knowledge and skill in interpreting, explaining and applying regulations and procedures. In-depth knowledge of military personnel programs, policies, procedures, rules, and guidelines and the use of automated systems in the management of military personnel programs.

master's or equivalent graduate degree

2 full years of progressively higher-level graduate education leading to such a degree

LL.B. or J.D., if related

COMBINATION OF EXPERIENCE AND EDUCATION: When combining specialized experience and education, the total percentages must equal at least 100 percent.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of specific programs and/or functional field to assist in supporting Air Force wide military personnel program administration responsibilities.
Knowledge of the laws, regulations, principles, and practices of military personnel programs and establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal breifings.
Knowledge of Military Personnel programs inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs.
Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokespersons to further section objectives on important issues.
Ability to prepare special studies and reports, including the ability to meet emergency and /or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
