You will serve as a CONTRACT SPECIALIST in the CONTRACTING DIVISION of MARINE CORPS BASE.
THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.
Duties
You will amend solicitation when necessary and answer all contractor inquires appropriately during pre-award process.
You will oversee the preparation of award documentation to ensure conformance with regulations and established award factors.
You will review proposed contractual actions for conformance with regulatory requirements and user requirements.
You will identify trends in cost performance to provide updates to senior management.
You will determine pre-negotiation position by reviewing audits and technical reports and performing cost or price analyses.
You will negotiate changes in prices, terms and conditions and overhead rate agreements due to contract modifications, supplementary agreements and settlements.
You will monitor contract performance, prepare modifications, and determine the necessary course of action to resolve issues impacting contract performance.
Requirements

- Must be determined suitable for federal employment.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This is a bargaining unit position.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years.
- You will be required to obtain and maintain a current Contracting, Foundational acquisition certification within 36 months.
Qualifications
GS-09:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing contracting services in acquisition procedures, cost and price analysis, and regulations in the administration, negotiation, management and planning of contracts, works under closer supervision.
GS-11:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing contracting services in acquisition procedures, cost and price analysis, and regulations in the administration, negotiation, management and planning of contracts.

Education

GS-09:
2 full academic years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D
OR
1 year equivalent to at least GS-7
GS-11:
3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree

1 year equivalent to at least GS-9
