Duties
You will create modifications for any changes required during the life of the contract.
You will review contract files to reconcile funding levels, receiving reports and payment documents.
You will initiate corrective action and prepare letters or necessary documents/forms for Contracting Officer signature.
You will review completed official contract files to determine that all contractual actions are satisfied.
You will verify that the supplies or services have been received and accepted in Wide Area Work Flow (WAWF) by the requisitioning activity and the invoice agree in every aspect with the contract.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This is a bargaining unit position.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This a Defense Acquisition Workforce position that requires a Contracting, Foundational acquisition certification. The incumbent has 36 months to earn this certification.
- Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66.
- Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
- Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials.
- Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
GS-09:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Serves as a contract specialist responsible for pre-award, post award, administration and closeout of a variety of contracts to include fixed price, fixed price with economic price adjustment, time and material contracts, labor hour contracts, or other unpriced orders for supplies and services.
GS-07:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-05) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting in the procurement of supplies, services, rentals, and maintenance services by analyzing contract types to determine sources of solicitation; conduct market research (e.g. internet, verbally, written) to clarify special provisions; use automated systems to analyze, retrieve and/or update data; and develop contracting techniques to solve procurement issues.

Education
BASIC EDUCATION:
- A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on education OR equivalent combination of experience and education as follows:
GS-09:
I have successfully completed a master's degree or equivalent graduate degree
OR
I have successfully completed two full academic years of progressively higher education in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
OR
I have successfully completed an LL.B. or J.D. that is related to the position being filled.

GS-07:

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
