The primary purpose of this position is to conduct studies/analyses of program management and execution for armament programs within PEO organization; assist in comprehensive program and organizational analyses of organization, functions, and work processes and provide basic management consultant capabilities to improve mission effectiveness, resource savings for programs
Duties
Plan, develop, conduct, and coordinate detailed project analysis, information management, and projects in support of the Armament PEO weapons systems acquisitions and development.
Serve as a project manager for assigned special projects and events for the organization. Reviews and evaluates organization structures and missions by interpreting data, identifying process flow, organization concepts, and line/staff relationships.
Analyze related systems and prepare system documents on the use of automated data management systems and methodologies to support manpower workload; manipulates widely used functional area computer applications to satisfy the needs of manpower requirements determination studies and other special projects or studies.
Serve as program coordinator approving, planning, and coordinating numerous high-level conferences, meetings, visits, and other special events for the organization.
Prepare and deliver oral presentations such as briefings?? training sessions, consultations, reports, and strategy sessions to managers and division staff to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in programmatic.
Administer the SIPRNET for the Division and protects Information Technology (IT) assets against unauthorized, accidental, or deliberate modification, disclosure, and destrnction of data,

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of analytical and evaluative methods and techniques to conduct studies of issues concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support organizations. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the areas studied. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Skill in developing new or modified work methods, organizational structures, management process, and/or program administration procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of ACA T program management principles, techniques, requirements, methods and practices to carry out regular and recurring assignments in support of planning, organizing and executing programs.
Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness-of program operations to devise structuring options for complex, diverse Armament /Weapons systems and programs.
Knowledge of current and legacy data base management systems, requirements analysis, and data manipulation and extraction techniques as well as knowledge to access or locate information through the use of a personal computer and software programs.
Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports.
Skill in conducting interviews with employees, supervisors, and management officials at installation, MAJCOM, and HQs to obtain information about organizational missions, functions, and work procedures.
Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

PHYSICAL DEMANDS: The work is primarily sedentary, although some slight physical effort may be required.
WORK ENVIRONMENT: Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel.
