This is a non-bargaining unit position. This is a (drug) testing designated position (TDP). This position is with the Small Business Administration, Office of the Chief Information Officer in Washington, D.C. Implement and assist with the establishment of the SBA Controlled Unclassified Information Program. Guide program activities, assist with the development of policies and monitor the agency's compliance with specific Executive Orders and other responsibilities as mandated by law.

Duties

*Serve as the program specialist and subject matter expert responsible for assisting the agency's implementation of and compliance with E.O. 13556 - Controlled Unclassified Information (CUI) and 32 CFR §2002 - Controlled Unclassified Information, which establishes an executive branch-wide program to manage all unclassified information in the Executive Branch that requires safeguarding or dissemination control pursuant to and consistent with applicable laws, regulations, and government-wide policies. *Recommend and utilize information management tools for the purpose of data management and data governance of CUI to include e-Discovery, categorization, labeling, retention periods, disposal, etc. of CUI. Advise the CUI Program Manager on all E.O. 13556 policy and implementation matter. Provide analysis and direction in addressing CUI implementing guidance and National Institute of Standards and Technology (NIST) guidance including NIST SP 800-171, SP 800- 172, and similar publications. Assist in the development of agency-wide implementation plans and work with agency Program Offices to identify CUI categories and their associated markings, safeguards, dissemination, and decontrol procedures. Recommend substantive changes to current program operational methods as necessary, prepare background, white papers and briefing papers, and brief Agency management regulations. *Assist in the review and evaluation of existing SBA policy directives that prescribe protective measures for unclassified information, validate those policies against the approved categories and subcategories found on the CUI Registry, and assist in the preparation of appropriate documentation to modify or rescind affected policy directives. *Assist the Agency in developing manuals and guides which promulgate information security policies for the protection of CUI to include but are not limited to standard operating procedures, marking guides, memorandums, letters, policy statements, and manuals within the Agency's systems of directives and correspondence guidelines. The incumbent * Represent the Agency at interagency meetings on behalf of the CUI Program Manager. Serve as a liaison with agency offices, staff, and organizations to ensure awareness of the requirements of E.O. 13556 related to Controlled Unclassified Information, CUI categories and agency reporting requirements. *Provide training to the SBA staff/program offices in terms of presentations, workshops, outreach, marketing, etc. *Assist in the evaluation of requirements associated with creating, processing, transmitting, handling, self-inspections, safeguarding, and destruction of CUI under the provisions of Executive Order 13556 and 32 CFR Part 2002. *Assist in the establishment and operation of a system for reporting and remediating incidents involving CUI. *Perform a variety of information management reviews. Requirements

Qualifications

GS-12 Specialized Experience: At least one year of specialized experience, equivalent to at least the GS-11 grade level in the Federal service, obtained in either the private or public sector which demonstrates experience gained by: 1). Recommendations, reviews, and utilization on information management tools for the multi-facets of the CUI program or data management/governance to include self-inspections, labels, proper disposal, categorization, marking, safeguards and handling, etc.; AND 2). Planning, evaluating, developing, and promoting education or training, goals or metrics, guidance on the operations and maintenance of an established or implemented CUI program; AND 3). Representing and briefing management in meetings and task groups related to CUI to include written and verbal communications; AND 4). Considerable knowledge, understanding, and experience with Controlled Unclassified Information and knowing the distinction from classified information. These qualifications must be clearly referenced in your resume. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by 11:59 pm (Eastern Time) on 11/13/2023.
