The primary purpose of this position is to serves as a Buyer/Seller Production Management Specialist (PMS). This position also functions as the seller PMS and interacts with the contract maintenance and manages cross service actions. Workload manages varies in complexity, funding type and dollar value.

Duties

Manage a wide variety of complex Major Commands (MAJCOM), Item Managers (IM), project directives, unprogrammed work orders, special work request (AFMC Form 206) Service Engineering Support Requests, and interservice organic and contractor repair actions. Provide accurate and timely assistance to lower graded PMSs. Monitor organic and non-organic repair of complex requirements. Analyst special work request (AFMC Form 206 for local Manufacture, Unprogrammed repair, Teardown Deficieny Reporting, Prototyping, Service Engineering, etc. Perform facility repair capability review at proposed organic and non-organic SOR sites. Prepare and present to Division and higher management briefings on financial, production, and accomplishments of assigned weapon systems. Develop contractual Purchase Request (PR) packages for contract action and manages the production requirements of the contract. Ensure the negotiation implementation and review of Depot Maintenance Interservice Support Agreements (DMISA).

  • Requires a through knowledge of the operations of industrial facilities, methods, and techniques involved in the accomplishment of depot repair, modification or reclamation of Air Force equipment.
  • A high degree of initiative, combined with mature judgement and ability to work effectively with the guide the efforts of other logistics and subject matter specialists.

  • Must possess the capability to represent the ALC in conferences and negotiations with high level contractor, military, and civil service personnel. Must be articulate and possess a comprehensive understanding of assigned programs.
  • Is responsible for ensuring strict compliance with all applicable safety regulations as well as verbal or written Instructions issued by the incumbent or higher authority.
  • Insures work areas arc kept clear and orderly, and takes prompt Corrective action on any un5afe condition within the area of supervision.
  • Physical Demands: The work is mostly sedentary; however some bending, walking, standing, and lifting is required.
  • Work Environment: Work is performed in a normal office setting.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the Production Management process, depot maintenance procedures, products, related system production capabilities in order to accurately judge and balance the external/internal demands within the organizational constraints. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed post master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of a broad range of Production Management principles and processes to effectively management depot repair and modification of government equipment accomplished by organic and non-organic resources. 2. Must be able to communicate in writing. 3. Ability to communicate orally. 4. Ability to analyze data, develop alternatives and make recommendations to resolve a wide variety of complex production related problems and issues. 5. Knowledge of automated data processing concepts, systems capabilities and economic usage to effectively complete assignments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
