This position is located in the Veterans Health Administration of the Department of Veterans Affairs. The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the Veterans Health Administration (VHA).
Duties
Duties include, but are not limited to:
The employee consults, advises and educates all levels of employees including the highest levels of management, on methods and means to make health care operations more effective and efficient.
Integrates knowledge of clinical and information processes to achieve successful adoption and application of new technologies to support health care operations and systems.
Initiates, develops and executes complex projects that support veterans' health care needs, collaborating effectively in a lead role; assists clinical business end users in reengineering business processes for clinical efficiency and documentation.
Represents a wide-variety of stakeholders and liaisons with both internal and external organizations.
Examines the need for change throughout the organization, determines what changes need to be aligned and how to do it, and leads or participates on process improvement, root cause analysis and system redesign teams.
Exercises knowledge in clinical operations develops and/or oversees the development of information related to patient care, such as patient registries to allow Clinical Team to track management of patient illnesses; and develops performance management tracking tools.
Advises those in the Informatics organizational structure of programmatic (formal and informal methods) and security requirements for data access, and advises staff members on directives, policies, and best practices for making requirements operational.
Provides relevant clinical and/or administrative data to identify, quantify and resolve organizational problems.
Effectively and efficiently manages multiple completing priorities.
Performs other duties as assigned.
Work Schedule: Monday - Friday, 730am - 4:00pm or 8:00am-4:30pm. subject to change based on agency needs.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Preferred Experience: Worked in or with a clinical service. Data analysis requested.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to Knowledge of and skill in applying, a wide range of practices, theories, and emerging information in health care delivery, Informatics and applications; comprehensive knowledge in use of clinical software packages; knowledge of VHA operations, national databases (including the VistA architecture and file structure), analytical techniques and clinical applications development techniques; in order to be able to provide professional Informatics consulting services and to develop and deliver appropriate Informatics educational and training programs to employees, internal and external to the VA. Knowledge of the clinical environment, including practices, procedures, policies, strengths and weaknesses in order to effectively use data to track and manage patient care. Knowledge of emerging and/or state of the art technology, as well as knowledge of VA protocol, regulations, programs and processes related to informatics in order to participate in the proposal and formulation of major administrative and clinical policies and directives and to instruct practitioners on the changes and application of new policies and directives. Typically provides leadership to one or more local committees/teams. Knowledge of automation and software systems and options that affect clinical practice, and knowledge of technologies that are likely to benefit healthcare delivery processes in order to identify functionality issues and propose solutions, and to ensure quality management of clinical operations. Knowledge of the data life cycle including data design, collection and management in order to input, retrieve, analyze, summarize and present information effectively. Skill in communicating both orally and in a variety of written media and with all levels of end users, management, and OIT personnel, both internal and external to the facility, in order to make effective oral presentations in a variety of settings and to prepare policies, procedures, memoranda and training materials, including concise, understandable charts and graphs and other briefing materials.: OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials.
