The primary purpose of this position is to serve as Administrative Officer for the Joint Navigation Warfare Center (JNWC). Leads administrative team performing various Administrative duties in support of the Director, Deputy Director and Technical Advisor.

Duties

Plans, organizes and oversees the executive administrative activities for JNWC. Maintains comprehensive knowledge of applicable Department of Defense (DOD), Service, and HQUSSPACECOM policies and regulations. Assesses and evaluates manpower planning, implementation, and coordination actions associated with all Directorate personnel requirements (officer, enlisted and civilian). Advises management on all aspects of personnel management and makes recommendations on the handling of various personnel matters. Serves as the resident subject matter expert for all mandated organizational administrative support programs. Ensures unit program compliance with regulations, laws, policies, directives, and advises organization on all CSS related matters. Plans, directs, and/or participates in special studies that impact the USSPACECOM/JNWC and the command. Studies involve issues of broad scope including organization resource issues that directly impact the ability of the directorates and the command to carry out its assigned purpose and function.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include assessing and evaluating manpower planning, implementation, and coordination actions of an organization; Advises management on all aspects of personnel management and makes recommendations on the handling of various personnel matters; Advises on policies concerning fill actions, use of temporary/over hire positions, position classification reviews, supervisory structure, and resource ceiling issues; applying management principles, practices, methods and techniques, and skill in integrating management services; applying pertinent laws, regulations, policies and precedents which affect the use of program and related support resources (people, money, or equipment); applying analytical techniques and evaluative methods to issues or studies concerning administrative and related management matters to improve the efficiency and effectiveness; applying civilian and military personnel management principles and practices for reorganization / realignment, organizational structure, staffing, position management, manpower utilization, and training; developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines, and procedures; automating work processes for the conduct of administrative support functions or program operations. OR EDUCATION: Successfully completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and specialized experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends. 2. Knowledge of a military agency's Services functions, policies, procedures, rules, guidelines, pertinent laws, regulations, precedents, major issues, program goals and objectives, and administrative operations. 3. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex organizations. 4. Ability to plan, organize, and adjust work operations to meet requirements and objectives within available resources. 5. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT - This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. - Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Per 5 CFR 732.202, the investigative requirement CANNOT be waived for special sensitive positions. The selectee must possess this clearance prior to starting in the position. In the event the selectee does not possess this clearance, the full investigation and favorable security adjudication must be completed and rendered prior to beginning in the position. - This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident testing. - Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis. May occasionally be required to work irregular duty hours to include overtime and/or emergency overtime.
