We encourage you to read this entire vacancy announcement prior to submitting your application.As a Supervisory Accountant, GS-0510-14, you will be responsible for:• Researching indirect cost issues and develops Departmental policy to ensure external and internal compliance with federal regulations. • Reviewing and developing indirect cost rate proposals and/or cost allocation plans prepared by various types of entities. Independently solves systemic in the negotiation of indirect cost rates. • Assessing customer needs and provide expert support in the application of indirect cost related concepts, principles, practices, laws and regulations to negotiate solutions to complex problems. • Planning, scheduling, directing, monitoring, and reporting on the work assigned team members and evaluating assigned work products and provides direction, feedback, and support.

Qualifications
Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-14, if you possess the specialize experience, education, or a combination of the two.Specialized Experience for the GS-14One year of experience in either federal or non-federal service that is equivalent to at least a GS-07 performing two (2) out of three (3) of the following duties or work assignments:1. Experience in leading review, analysis, or validating public and/or private sector financial and statistical data.2. Experience in applying accounting regulations, procedures, or precedents to carry out accounting functions. 3. Experience in reviewing accounting principles, practices, methods, or techniques to independently perform a variety of accounting assignments.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Ability to apply Office of Management and Budget (OMB) Circulars, 2 Code of Federal Regulations (CFR) 200, 34 CFR and other indirect cost related administrative regulations, accounting principles and practices.2. Ability to review and develop indirect cost rate proposals, cost allocation plans and resolve problems in the negotiation of indirect cost rates.3. Knowledge to assess stakeholder needs and express information effectively to both internal and external customers.4. Skill to efficiently and effectively plan, schedule, distribute, evaluate, provide feedback, and report on deliverables.

Basic Requirements
- Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Education cannot be substituted for experience for this position and grade level.
