The Budget Analyst is located in the Fiscal Management Service at Central Alabama Veterans Healthcare System (CAVHCS).
This position is covered by AFGE bargaining unit. Per the AFGE Master Agreement, the Area of Consideration will be:

Duties
The primary purpose of the position is to perform duties and functions involving budget analysis and development, maintenance and distribution of funds, budget formulation/execution support work for the facility, and to prepare complete and concise reports and other documents associated with the budget as required. Major duties include, but are not limited to:
Conducts limited studies and analyses to develop required data and information for reporting purposes; and prepares administrative reports.
Reviews short-range budgetary and program requirements to assure their conformance with established agency policies and the intent of Congress. Evaluates operating plans for reasonableness of workload, obligations, and outlay data. Insures that monthly and yearly trends are reflected in the operating plan and recommends any necessary adjustments.
Prepares documents needed to process budget estimates. Writes reports that detail the purposes for which funds were obligated and expended.
Performs analyses of budget requests, prepares justification statements, and compiles data to be used for forecasting obligations.
Reviews, edits, and consolidates annual budget estimates for assigned organizations and programs into a single budget request.
Identifies and analyzes trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis; and that funds are available and being properly and effectively used to support program objectives.
Reviews initial budget submission to ensure that planning guidelines are followed and the estimates for the non-medical financial assistance programs are in line with long-range planning targets.
Maintains resources within all legal limitations through the anticipation of possible anti-deficiency violations and recommends appropriate preventive action. Initiates reapportionment actions and allotment adjustments as necessary.
Reviews actual obligations, outlays, and workload levels to highlight potential operating and financial problems. Takes appropriate action when necessary.
Develops additional analysis providing historical data of programs. Prepares special analyses, studies, and reports as requested by the supervisor and/or higher authority within the organization.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Budget Analyst GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting analysts with budget estimating; Compiling and maintaining financial data and budgetary information for reporting purposes; and Providing administrative or clerical support for budget analysts. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. (Transcripts Required) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education beyond the first year (18 semester hours) and specialized experience as described above to meet the total qualification requirements for this position. Budget Analyst GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Using budgetary policies and guidelines to ensure budget forecasts, estimates, and submissions conform to requirements, guidelines, and objectives; Formulating and revising annual budget estimates; Researching, compiling and summarizing budget data; Preparing of variety of reports related to the status and trending of funds, expenses, obligations, FTE and workload; Monitoring and tracking expenditures. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree. (Transcripts Required) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education beyond two years (36 semester hours) and specialized experience as described above to meet the total qualification requirements for this position. Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required in that incumbent lifts and carries reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places way from the worksite. No specialist physical demands are required.
