The purpose of this position is to perform work by applying budget analysis theory, concepts, methods and procedures connected with the budget formulation, and execution of VA's particular programs, systems, procedures, functions, and structure of the supported organizational component/facility.
Duties
The duties of the Budget Analyst include, but are not limited to:
Prepares a variety of reports related to the status of funds, expenses, obligations and FTEE.
Monitors fund control activities to ensure appropriations remain within limits, and reports deviations to the Lead Budget Analyst and/or the Chief of Financial Management Service, as well as appropriate service line managers.
Review historical financial operating data and trends to prepare and/or validate estimates. Review historical data and estimates as well as current spending records and trends for a budget that covers large internal operating programs.
Prepares a variety of charts, graphs and/or other graphics for briefings, reports and analysis by the Chief, Fiscal Officer.
Provides control point training to officials, clerks, and requestors on all aspects of control point management.
Knowledge of processes for budget formulation which include compiling, correlating, and consolidating reports into an acceptable format.
Knowledge of and skill in the analysis and comparison of selected budget object codes and line-item obligations and expenditures in the approved Operating Budget in accordance with the annual work plan.
Knowledge of the fundamental principles, practices, regulations, and procedures of budget administration to the formulation and compilation of budget estimates and the tracking of obligations and expenditures for assigned line items and object codes.
Knowledge of the standards, architecture, and specifications of automated financial systems, including source documents, system flows, system interfaces, and related internal controls.
Knowledge of methods and procedures for processing direct and reimbursable program funds (for example, automatic and funded reimbursements, interagency agreements, transfer appropriations), grants, loans, and credit programs.
Knowledge of the principles, procedures, and requirements for maintaining control and accountability of obligations and expenditures for all appropriations and fund accounts (for example, revolving, non-appropriated, multiyear, and single-year appropriations.
Communication and interpersonal relations, including the ability to relate to internal and external customers appropriately and courteously.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday (7:30am - 4:00pm)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-9 position you must have served 52 weeks at the GS-7.
For a GS-11 position you must have served 52 weeks at the GS-9.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Budget Analyst GS-09
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of the budgetary policies, precedents, goals, objectives, regulations, and guidelines of the agency; the sources, types, and methods of funding for organizations and programs; and, budgetary and financial relationships between the assigned budget and programs of other agency components and organizations; knowledge and skill in the application of methods and techniques to analyze and evaluate the effects of continuing changes in program plans and funding (e.g., cost-benefit analysis, management by objectives, probability theory, etc.); knowledge of a variety of computer software systems both financial and non-financial for extracting and analyzing both long term and short-term funding for various programs. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Only graduate education in excess of 1 full year of graduate level education may be used to qualify.
Budget Analyst GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: detailed, intensive knowledge of the budgetary policies, precedents, goals, objectives, regulations, and guidelines of the agency; the sources, types, and methods of funding for organizations and programs; and, budgetary and financial relationships between the assigned budget and programs of other agency components and organizations; knowledge and skill in the application of methods and techniques to analyze and evaluate the effects of continuing changes in program plans and funding (e.g., cost-benefit analysis, management by objectives, probability theory, etc.); requires advanced knowledge of a variety of computer software systems both financial and non-financial for extracting and analyzing both long term and short-term funding for various programs. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or
LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.

Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required in that incumbent lifts and carries reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places way from the worksite. No specialist physical demands are required.
