In support of the overall mission of the Department of Veterans Affairs (VA) - Washington, DC under the direction of the Office of Enterprise Integration (OEI), provides oversight for the development, adoption, and implementation of the Sergeant First Class Heath Robinson Honoring Our Promise to Address Comprehensive Toxins Act of 2022 (PACT Act). The PACT Act is a new law that expands VA health care and benefits for Veterans exposed to burn pits and other toxic substances.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** NOTE: This is a TERM appointment (not-to-exceed 3 years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4-year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment. This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-12. At the GS-11 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Major Duties: The incumbent is responsible for executing administrative and operational support in matters which may include planning, programming, budgeting, financial accounting, personnel management, computers, phones, space, supplies, working facility issues, safety furniture, access cards, records management, security management, travel, training, space utilization, contracting and procurement, office automation and management information systems development and maintenance, internal reviews and resource management, including allocation and utilization of manpower requirements. Represents the organization at various meetings, committees, work groups, and councils involving or impacting resources, missions, and functions. Exhibits sound judgment, experience, and knowledge on all issues, priorities, and sensitivities affecting the work of the Enterprise Program Management Office (EPMO). Provides critical support to the management team as well as taking notes of meeting discussions and transcribing and disseminating to attendees. Develops and/or coordinates position papers for use in high-level briefings, drafting and/or properly formatting executive correspondence, etc. regarding issues and activities for the directorate. Receives and screen calls and visits and take appropriate actions, referring calls that do not require the attention of leadership and redirecting them to the appropriate staff member to be addressed. Reviews travel requests and vouchers for EPMO staff prior to submission for approval and processing; coordinates travel arrangements and submits their travel vouchers for payment. Reviews all correspondence to ensure staff coordination is completed, identifies items that require priority attention and expedites processing through key staff officials. Manages and maintains a correspondence management system for the directorate to set response times and ensure the timeliness and responsiveness of critical correspondence. Coordinates actions and clarifies responsibilities and timelines for completion. Consolidates data as necessary and reviews the data to ensure it meets objectives and timelines. Provides advice and guidance for improvements and anticipates areas of concern. Projects have a wide impact and require detailed study, compilation and analysis of facts, developments of plans, and extensive coordination with other staff prior to presenting a final product to leadership for approval. Provides advice and counsel on a broad range of administrative and operational management support issues, policies, programs, objectives, and plans for the directorate. Develops, analyzes, evaluates, advises on, or improves the effectiveness and efficiency of work methods, distribution of work assignments, and other similar functions of management. Provides position management advice and recommendations to management to improve the efficiency and productivity of employees. Performs other duties as assigned. Qualifications

For GS-11: Possess at least one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level of GS-9 in Federal service. Specialized experience is responsible for executing administrative and operational support such as planning, programming, budgeting, financial accounting, personnel management, records management, space utilization, office automation and management information systems development and maintenance. OR Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. (TRANSCRIPTS REQUIRED) OR Possess a Combinations of successfully completed post-high school education and experience to meet total qualification requirements for the grade level. To compute by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for the position.
