This position is located at Office of the Inspector General for Tax Admin, Office of Audit- Deputy Inspector General for Audits. As a Program Analyst (Evaluator), you will provide a range of specialized services and products related to tax administration and Internal Revenue Service (IRS) functions, activities and programs. The OIE works with TIGTA's Office of Audit (OA) and Investigations (OI), as appropriate.

Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. - Develop and conduct special in-depth analysis of activities within general or high risk IRS programs. - Develop evaluation/inspection plans, making recommendations for objectives, approaches, or tests, based on experience or research. - Manage large teams or complex projects addressing multiple issues and or completes major projects using specialized evaluative skills. - Modify the evaluation/inspection plan by changing areas of emphasis or develops new approaches as determined by analysis of findings. - Prepare correspondence, memorandums, and reports based on the work papers developed to communicate complex IRS's program operations and systems, in conformance with accepted writing and reporting standards with the emphasis on correctness, conciseness, completeness, clarity, coherence, objectivity and tone.

Qualifications

You must meet the following requirements by the closing date of this announcement. For the GS-07, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: - Conducting research for a project or assignment AND - Experience in organizing and/or analyzing information. OR Experience working for a tax administration organization that equipped the applicant with knowledge of tax administration programs or processes. OR One full year of graduate level education (attach a copy of your transcript or list of college courses designating semester or quarter hours earned to ensure proper credit). OR Superior Academic Achievement based on a bachelors degree that is demonstrated through class standing (upper 1/3 of class); grade point average (2.95/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society. OR You may qualify by a combination of experience and education. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. For the GS-05, General Experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-04 grade level in the Federal service. This experience includes: - Plan for a project or assignment AND - Gather and organize information AND - Communicate effectively orally and in writing. OR 4-year course of study leading to a bachelor's degree (attach a copy of your transcript or list of college courses designating semester or quarter hours earned to ensure proper credit). OR Combination: You may qualify based on the equivalent combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-07, you must have been at the GS-05 level for 52 weeks. For the GS-05, you must have been at the GS-04 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
