The Office of Inspections and Evaluations (OIE) is a component of the Treasury Inspector General for Tax Administration (TIGTA). The OIE mission is to provide a range of specialized services and products related to tax administration and Internal Revenue Service (IRS) functions, activities and programs. You will conduct independent performance and financial evaluations/inspections that evaluate IRS programs, activities and functions.
Duties
This position will be filled in the following duty locations: Atlanta, GA, Philadelphia, PA or Plantation, FL.
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Perform extensive quantitative and qualitative analyses of an IRS program, function, operation or management systems and procedures to assess whether the entity is achieving economy, efficiency and effectiveness in the employment of available resources and or is in compliance with established laws, policies and procedures.
- Modify the evaluation/inspection plan by changing areas of emphasis or develops new approaches as determined by analysis of findings.
- Independently identify, develop, and quantify inspection/evaluation outcomes for findings and recommendations that result in program improvements.
- Document facts, collected samples, analysis, surveys, semi-structured and structured interviews, cost-benefit analysis, conclusions, and recommendations in work papers.
- Communicate with officials at various levels of management on problems uncovered, causes, recommended changes and evaluation of subsequent corrective actions.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized Experience for this position includes:
- Researching laws, regulations, guidelines, or procedures AND
- Collecting and/or analyzing documentation to assess risk, develop project strategy and/or support project objectives AND
- Communicating status or results of work to internal or external management.
OR
- Experience working for a tax administration organization that includes responsibility for documenting results of audits, projects or analyses in written documents.
OR
A Masters degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree; or a LLB or JD, in a related field.
OR
You may qualify by a combination of experience and education. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
Specialized Experience: For the GS-7, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized Experience for this position includes:
- Conducting research for a project or assignment AND
- Experience in organizing and/or analyzing information.
OR
Experience working for a tax administration organization that equipped the applicant with knowledge of tax administration programs or processes.
OR
One full year of graduate level education (attach a copy of your transcript or list of college courses designating semester or quarter hours earned to ensure proper credit).
OR
Superior Academic Achievement based on a bachelors degree that is demonstrated through class standing (upper 1/3 of class); grade point average (2.95/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society.
OR
You may qualify by a combination of experience and education. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
Time-in-Grade:In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-9, you must have been at the GS-7level for 52 weeks.
For the GS-7, you must have been at the GS-5 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
