Duties
You will serve as a CHEMIST in the ANALYTICAL/ENVIROMENT CHEMISTRY BRANCH 1341, REGIONAL MATERIALS LAB 134, QUALITY ASSURANCE OFFICE 130, NORFOLK NSY PORTSMOUTH, VA 23709.
You will conduct chemical studies, evaluate processes, develop testing programs, and procedures and determine quality control methods.
You will a modify existing and develops new quality control specifications and procedures to meet changing requirements.
You will maintain various items under control such as laboratory equipment, analytical instruments, raw materials, reagents and analytical procedures.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

Qualifications
BASIC EDUCATION REQUIRMENT:
Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
EXPERIENCE:
GS-09: In addition to the Basic Education Require, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience analyzing and evaluating environmental samples using Inductively Coupled Plasma Spectrometer, Ion Chromatograph, Gas Chromatograph, Rapid Flow Analyzer and other various instruments.
Experience conducting chemical studies, evaluating processes, developing testing programs, and procedures and determining quality control methods
Experience performing current methods, standards and practices in quality control including local policies and procedures
Experience providing advice, guidance and training to junior chemist and technicians
GS-07: In addition to the Basic Education Require, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience evaluating proposed chemical processes or procedures, resolve problems or difficulties encountered.
Experience performing all quality control procedures, documenting results, evaluating data, and making decisions concerning quality and performance of controlled equipment, materials and procedures.
Experience using systems such as SLIMS(Shipyard Laboratory Information Management System) for sample login, tracking, validation and processing reports.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
GS-09: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree
GS-07: 1 year of graduate-level education or superior academic achievement
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
